About this file

This is a Request for Proposal (RFP) for construction services issued by the U.S. Department of Homeland Security, Customs & Border Protection (CBP). The solicitation seeks proposals for the Highway 86 Check Point Shelter Structure Expansion at the Highway 86 Border Patrol Checkpoint in Westmorland, California. The estimated project value ranges between $200,000 and $300,000, with a NAICS code of 236220 (Commercial and Institutional Building Construction). Proposals must be submitted by email to Paul.Barrett@cbp.dhs.gov by 10:00 AM ET on March 25, 2026. A voluntary site visit is scheduled for Thursday, March 19, 2026, at 9:00 AM local time at the project location (3900 West Highway 86, Westmorland, California). The contract type is Firm Fixed Price, and the contractor must commence work within 1 calendar day of receiving notice to proceed and complete all work within the timeframe specified in the Statement of Work.

Evaluation will be based on three factors: Technical (non-cost), Past Performance (non-cost), and Cost/Price, with non-cost factors weighted more heavily than price. Offerors must submit a narrative not exceeding two pages describing execution of the Statement of Work requirements with a detailed schedule, no more than three past performance references for similar projects, and a completed Price Cost Proposal. Performance and payment bonds equal to 100 percent of the contract price are required within 15 calendar days of award. The contractor must furnish labor, materials, equipment, supervision, and all other items necessary to complete the work in compliance with federal, state, and local laws. All applicable representations and certifications from the schedule contract flow down to this task order. Wage determination CA202600002 for Imperial County (dated 01/23/2026) applies. Electronic invoicing through the Department of Treasury's Invoice Processing Platform (IPP) is required, with invoices including contractor invoice, updated project schedule, certification for payment, and certified payrolls.

The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. ( 7 U.S.C. 8101) (7 CFR part 4270.2).

Recovered material means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process. ( 42 U.S.C. 6903).

(c) Resource. The Green Procurement Compilation (GPC) available at https://sftool.gov/greenprocurement provides a comprehensive list of sustainable products and https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products https://www.energy.gov/eere/femp/search-energy-efficient-products https://www.energystar.gov/products?s=mega https://www.biopreferred.gov/ https://www.epa.gov/snap https://sftool.gov/greenprocurement services and sustainable acquisition guidance.
