About this opportunity

The Department of Homeland Security Customs and Border Protection is soliciting proposals for the construction of a Highway 86 Check Point Shelter Structure Expansion at their border patrol checkpoint in Westmorland, California. The project requires a contractor to install a prefabricated metal shade cover approximately 30'x80'x30' with concrete footings, metal framing, and fabric coverings to provide protection over temporary detention and secondary inspection areas. Contractors must provide engineering plans for footings capable of supporting the structure in winds up to 100 mph, obtain necessary permits, and coordinate with government personnel throughout the project. Proposals will be evaluated based on technical capability, past performance, and cost/price reasonableness. The solicitation was originally issued on July 1, 2025, with amendments extending the proposal due date to July 21, 2025, at 12:00 PM ET, though the solicitation was ultimately cancelled due to changed program requirements that removed secondary shade expansion and K9 vehicle concrete pad components.

This solicitation is designated as a Total Small Business set-aside under NAICS code 238990 (All Other Specialty Trade Contractors), with no incumbent contractors identified in the documentation. The estimated contract value ranges between $250,000 and $500,000, structured as a firm fixed-price contract with performance and payment bonds required. The contract includes a one-year base period with no option periods, commencing upon award. Work will be performed at the Highway 86 Border Patrol Checkpoint located at 3900 West Highway 86 in Westmorland, California, where contractor personnel must be legally present in the United States and will be escorted by Border Patrol agents during work performance. The project falls under PSC category Z2PZ (Repair or Alteration of Other Non-Building Facilities) and requires compliance with Davis-Bacon wage determination requirements for Imperial County, California.

===============================

This request for proposal is hereby cancelled.

The program requirements have changed to remove the secondary shade expansion and concrete pad for the K9 vehicles. The resulting changes would require an amendment to the solicitation that I have deemed substantial enough so that additional sources may have submitted offers otherwise. It is therefore in the best interest of the Government, and in the interest of fair opportunity for vendors to cancel and resolicit this requirement to allow for new proposal submissions.
