About this opportunity

The National Park Service, Contracting Operations Central (ConOps Central) Northern Rockies Major Acquisition Buying Office is conducting a market survey to assess contractor interest and capability for the Highlands Water and Wastewater Systems Replacement project at Grand Teton National Park. The project encompasses the replacement of aging water and wastewater infrastructure in the Highlands Historic District, including water transmission line extensions, internal distribution system replacements, lift station installation, septic tank installation, and leach field construction. This sources sought notice specifically targets small businesses across multiple socioeconomic categories, including Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), and Indian Small Business Economic Enterprise (ISBEE). The procurement will use a competitive Federal Acquisition Regulation Part 15 best-value approach, and the sources sought responses and capability statements were due on December 1, 2025, by 12:00 PM MT, with an industry day held on December 10, 2025, at the Craig Thomas Discovery and Visitor Center in Moose, Wyoming. This market survey is not a formal invitation for bid or request for proposal and does not constitute a government commitment to issue a solicitation.

The procurement includes no set-aside designations beyond targeting the identified socioeconomic small business categories, and no current incumbents or contractors are identified in the notice. The estimated contract value ranges between $1,000,000 and $5,000,000, with the project falling under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) requiring a small business size standard registration of $45 million. The project scope covers approximately 4 acres within the Highlands Historic District, with approximately 2.5 acres subject to ground disturbance, and will be performed using plow trenching techniques to minimize surface disruption. Construction is scheduled for fall 2026 with an anticipated performance period of 2-3 months, accounting for winter shutdown considerations. The formal solicitation is expected to be posted between January and March 2026, with potential contractors required to maintain current registration in the System for Award Management (SAM) under the specified NAICS code and socioeconomic category to be eligible for award consideration.
