About this opportunity

The United States Secret Service is procuring 7,500 high-visibility yellow armbands through Request for Quotation 70US0926Q70092629. Each armband must measure 4 inches wide by 17 inches long, constructed from knit fabric (89% polyester/11% spandex), and include infrared-enhanced reflective markings reading "POLICE" and "SECRET SERVICE," along with agency insignia provided by the Government. Submission of a functional prototype is mandatory for award consideration, and prototypes must accurately represent the final product design, materials, and functionality. The award will be made on a lowest price technically acceptable basis to the responsible offeror whose quote meets all Government requirements and accepts all terms and conditions. The deadline for vendor questions was February 13, 2026, at 11:00 AM EST, and quotes with prototypes must be received by February 20, 2026, at 11:00 AM EST via email to the Contracting Specialist and Contracting Officer.

This solicitation is set aside exclusively for small business concerns under NAICS code 315250 (Cut and Sew Apparel Manufacturing). No incumbent contractor or previous procurement history exists for this item, as this represents the first contract for high-visibility armbands. The contract type is Firm-Fixed Price with delivery required within 60 days after order placement to either a ground shipping address in Washington, DC or a freight shipping address for oversized items, with all delivery costs borne by the contractor. The place of performance is Washington, DC 20223, where prototypes must be delivered to the U.S. Secret Service Office of Protective Operations at 245 Murray Drive SW, Building T5. The procurement does not specify an overall contract value, though the quantity of 7,500 units combined with the technical requirements and 60-day delivery timeline indicate a substantial order for protective operations support.
