About this file
This is a Questions and Answers document for Request for Quotes 70US0926Q70092629, addressing vendor inquiries regarding the procurement of armbands for the U.S. Secret Service.
The armband is specified as bright yellow elastic material, approximately 4 inches wide, with overlap and Velcro closure for one-size-fits-most wear. The product must feature reflective text reading "POLICE" and "SECRET SERVICE" in a reflective material without a designated color, designed to enhance visibility to infrared (IR) devices. The government will supply digital artwork for the USSS emblem; vendors may submit a placeholder emblem on prototypes until award. Prototypes must include exact reflective and IR-enhanced markings as specified for final production, not generic placeholders, to ensure all requirements are verified during evaluation. The product must be BERRY compliant. The government has not provided specific brand names or specifications for the IR-enhanced reflective material, despite vendor concerns about the longevity of printing on reflective surfaces. This is the first contract for this item, with no reference products from previous procurements available for vendor review.

Question Response
Is this a 4” wide piece of elastic that overlaps and secures with Velcro? Then some loop on the outer face to attach a POLICE patch?
This can be elastic - one size should fit most.
"Secret Service will provide the USSS emblem." Does this mean they are supplying a decal or embroidered patch? Or does it mean they are providing the camera-ready / digital artwork?
Government will supply Digital artwork. Vendor can submit a placeholder emblem on the prototype until award is made.
3 What color is the armband? Bright Yellow
Is the Police and Secret Service to be printed in Black? If not, describe the color. No designated color - should be reflective.
Printing on reflective material is problematic for longevity.
Do you have a spec or brand name for this IR/reflective? No
Do you have a picture of the finished product from last year's or past contract? This is the 1st contract
Can you explain what you mean by IR enhanced on reflective stripes? Enhances the ability to be seen by IR devices
8 Does this need to be berry compliant? Yes
For the required prototype, does the Government require the exact reflective and IR-enhanced markings (including “POLICE,” “SECRET SERVICE,” and the USSS emblem) as specified for final production, or would a structurally identical sample using generic placeholder markings be acceptable for evaluation purposes?
Yes, the government requires the exact prototype to be submitted for inspection to ensure all requirements are met.
