About this opportunity
The Federal Law Enforcement Training Centers (FLETC), a component of the Department of Homeland Security, is soliciting quotations for 649 portable water-filled cable-reinforced safety barriers and 6 compatible crash attenuator end treatments, with proposals due September 23, 2026, at 12:00 PM ET. This is a total small business set-aside, as amended on September 19 to clarify delivery timing.
Place of performance is FLETC Glynco, Georgia (1131 Chapel Crossing Road, Glynco, Georgia 31524). The barriers must measure approximately 43–46 inches high by 75–76 inches long by 18–22.5 inches wide, with four internal continuous steel cables and multi-knuckle hinge connections allowing 15-degree articulation between sections; all items must be high-visibility orange UV-stabilized polyethylene. The crash attenuators must be non-redirective, gating, water-filled systems in high-visibility yellow, approximately 25 feet in overall array length and under 2.3 feet in width, with no foundation anchoring required. All systems must be independently certified under NCHRP Report 350 and/or AASHTO MASH Test Level 3 at 62.1 mph/100 km/h and include a minimum one-year commercial warranty covering structural defects and UV degradation.
Delivery is required within 100 calendar days after receipt of order on an FOB Destination basis, including all freight costs, transit insurance, and protective tarping (revised from original 60-day requirement by Amendment P00001 issued September 19). The NAICS code is 339950 with a 500-employee size standard. Award will be made on a best-value trade-off basis, with technical capability, product quality, and delivery schedule significantly more important than price. Quotations must remain valid for 60 calendar days from the closing date. Contact Ricardo Soto at 912-267-2303 or ricardo.soto@fletc.dhs.gov.
