About this opportunity

NASA's Shared Services Center has issued a Special Notice soliciting qualified testing laboratories to perform mechanical testing on High Temperature Oxide Dispersion Strengthened (ODS) alloys. The notice represents a presolicitation announcement for specialized material testing services to support NASA's Marshall Space Flight Center (MSFC). Currently, NASA has identified Product Evaluation Systems, LLC as the sole source provider capable of performing this work under FAR 13.106-1(b)(1)(i). However, the agency is inviting interested organizations to submit written challenges to this sole source determination by the March 12, 2026 deadline at 4:00 p.m. Central Standard Time. The procurement will be conducted under commercial item acquisition procedures using FAR Parts 12 and 13, with performance to be located at NASA MSFC in Huntsville, Alabama. This NAICS 541380 (Testing Laboratories and Services) opportunity represents a significant federal contract for qualified testing providers.

The objective of this procurement is to obtain comprehensive mechanical testing services for three NASA-developed ODS alloys—GRX-810, ORCAlloy-21, and Alloy 754-ODS—to validate material properties for design purposes. The contractor must complete all testing within 16 weeks of sample receipt and maintain current Nadcap and A2LA (ISO/IEC 17025:2017) accreditation in ASTM E8/21 and E606/E466 standards, which are critical eligibility requirements. The testing scope includes tensile testing of 165 machined samples at room temperature and elevated temperatures up to 2100°F, low cycle fatigue testing of 75 specimens, and high cycle fatigue load control testing of 75 specimens at temperatures up to 2000°F. All machining and testing must be performed onsite with no subcontracting permitted without NASA approval. Interested parties challenging the sole source determination must submit detailed written capabilities and qualifications demonstrating their ability to perform the work; oral communications will not be accepted. Upon award, the successful contractor will deliver final test reports with summary data, digital data files in CSV or Excel format, and raw data with hysteresis curves to MSFC Central Receiving in Huntsville.
