About this opportunity
The U.S. Army Contracting Command - Orlando intends to conduct market research by June 29, 2026, to identify sources for High Speed Aerial Targets (HSAT) used to test and evaluate surface-to-air defense weapons systems. The procurement method—full and open competition, small business set-aside (all categories considered), or sole source—will be determined based on responses and is not yet committed.
Two distinct target configurations are specified. HSAT Target #1 requires 250–500 knots airspeed, 30-minute endurance at 15,000 feet, 100-pound internal payload, +4.0 sustained g-forces, and 40,000-foot operating altitude. HSAT Target #2 requires 150–350 knots airspeed, 30-minute endurance, 15-pound internal payload, +3.0 sustained g-forces, and 30,000-foot operating altitude. Both targets must achieve Technology Readiness Level 6 minimum, be parachute recoverable on land and water, operate in day/night and VMC/IMC conditions, and integrate with acoustic and scalar scoring systems plus Sagetech IFF modes.
Respondents must submit a Statement of Capability (maximum 15 pages) demonstrating ability to deliver complete, operationally-ready systems within 12 months of award, including targets, operations and maintenance manuals, training, support equipment, spares, and depot-level repair and maintenance capability. Estimated production rates are 15 units per year for HSAT Target #1 and 30 units per year for HSAT Target #2. Submissions must include manufacturing facility descriptions, production history, technical manual and training experience, program schedules, firm size status, subcontracting structure, and itemized rough-order-of-magnitude costs. Email responses to mehan.r.lowers.civ@army.mil with copy to rebeca.a.gonzalez.civ@army.mil. NAICS 336411 (Aircraft Manufacturing, 1500-employee size standard); PSC 1550 (Unmanned Aircraft). This sources sought is for informational purposes only and does not constitute a solicitation or commitment to award.
