This is a synopsis/pre-solicitation notice for commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice.
The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, seeks to competitively award one (1) firm fixed price (FFP) purchase order for the procurement of a 1000VDC High Slew Rate Programmable Load Bank (HSRPLB) that sinks DC electrical power, and acts as an interface between a digital simulator and an energy storage device on a competitive unrestricted basis.
The system must be utilized to emulate other DC sources (or AC loads) in real time for utility in other system simulations. It must provide the capability to evaluate large-scale energy storage systems with charging & discharging profiles indicative of shipboard operation in a land-based facility without requirement of integration with shipboard power architecture. It must be able to connect at high speed and with rapid response with hardware-in-the-loop, directly or with minimal interface requirements. It must also have fast analog and digital control capabilities; the capability of using a remote operating system is also required.
The required delivery is 60 days after date of award. The applicable NAICS Code for this requirement is 221121 with a size standard of 500.
This announcement does not constitute a solicitation. Specific details will be provided in the solicitation Request for Quotation (RFQ) N65540-15-T-5057, which will be posted on http://www.fedbizopps.gov/ (click on Vendors), approximately 15 days after posting of this notice.
