The purpose of this amendment is to (1) extend the Solicitation closing date; (2) provide answers to questions regarding the procurement; and (3) change the Statement of Work (SOW) accordingly.
(1) Solicitation closing date is hereby extended to 25 Feb 2015. See Section A for details.
(2) Answers to contractors’ questions are hereby provided. See “Notes to Contractor” for details.
(3) The Statement of Work is hereby changed to adjust the range under Secton III, para 4 (1) (b). See Section
C for details.
NOTES TO CONTRACTOR
QUESTIONS/ANSWERS
Q: RFQ asks for high-slew rate DC load (500 to 100Vdc). What is the other side of the power converter connected to (208Vac; 480Vac; another DC voltage) ?
A: The DC load is intended to test a number of DC sources, some of which have not been determined yet. The load should work with tightly regulated sources as well as sources derived from 480V diode rectification.
Q: Will precharge of the 500 to 1000 Vdc be handled by another part of the system ?
A:The source will provide the voltage, no matter which source it is.
Q: Is a single-line (or function block diagram) available for the system within which this High-Slew-Rate DC Load will be used ?
A:No. The load should work within any DC system that provides the specified voltages.
Q: RFQ does not specify efficiency. is there an efficiency target ? higher efficiency ==> less heat generated & less cooling needed.
A:There is not an efficiency target. By definition, all power into the load will be dissipated as loss. There is no requirement for regenerations. Also, per the spec, "Water cooling is required. Identify the pressure, flow, and quality of water."
Q:RFQ states "response time ... 0.001 to 0.5 sec min to max" does this mean a target maximum ramp rate of 1MW / millisec ? Would higher ramp rates ... say 10 or 15 MW / millisec be advantageous to the program ?
A: The higher ramp rate exceeds our requirements and is not advantageous. The ramp rate should be adjustable.
(Programmable load)
Q:RFQ states constant resistance mode: less than or equal to 0.25 Ohms and greater than or equal to 400 Ohms. Is this meant to be between 0.25 and 400 Ohms ? At 0.25 Ohms, required current varies from 2000 to 4000 Amps as
Vdc goes from 500 to 100Vdc; however, with system power rating is 1MW, meaning max current would be 2000
Amps @ 500Vdc. Rather than 0.25 Ohms, Is this meant to be 0.5 Ohms at the low end ? At 400 Ohms, required mailto:karen.johnson2@navy.mil current is 1.25A @ 500Vdc to 2.5A @ 1000Vdc. However, accuracy of constant current mode is 1% (i.e. 20 Amps out of 2000 Amps) Rather than 400 Ohms, is this meant to be 50 Ohms (i.e. 20A @ 1000Vdc) ?
A:The load must be able to provide constant resistance load between 0.25-400 ohms. We recognize that the lower resistance is not compatible with operation at 1000V but want to be able to fully load our system if our voltage is
500V. If the load can provide lower resistance than 0.25 ohms, that may be useful if we are testing at lower voltages but this is not required. Likewise, if the load can provide higher resistance than 400 ohms, that would allow us to test at very low power levels but this is not required to be responsive to the solicitation.
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK
1000VDC HIGH-SLEW RATE PROGRAMMABLE LOAD BANK SOW
I. BACKGROUND:
NSWCCD Code 985 has been tasked to research, develop, test, and evaluate the operation of energy storage modules (ESMs) in a shipboard environment. The ESMs, when fully developed, are intended to integrate into the ship’s electrical system and dynamically act as a power source or power sink, depending on the electrical needs of the ship. In order to demonstrate suitability, Code 985 is currently operating ESMs in a laboratory environment.
Instead of connecting the ESM prototypes to actual electric shipboard equipment, it is more feasible, and cost effective to conduct hardware-in-the-loop (HIL) simulation. For HIL simulation, a digital simulator is used in place of the actual electric shipboard equipment and conducts model-based simulation of shipboard electric load profiles in its place. The digital simulator interfaces with a DC power cycling system for command and control purposes;
and the cycler also interfaces with the ESM to serve as a DC supply or load for the ESM. Based on the nature of the electric profile being modeled by the digital simulation, the cycler will receive a signal from the digital simulator and either mimicking charge or discharge the ESM, depending on the nature of the components under test and the model being simulated. This is a dynamic process and can change mode as well as power level on an ongoing basis over the duration of the simulation. These simulations can notionally last for hours/days.
An FY13 effort was established to design and acquire the necessary components to enable real-time HIL simulation of ESMs. Having already procured the digital simulator and a power supply, Code 985 is looking to procure a
1000VDC high slew rate programmable load bank (HSRPLB) that sinks DC electrical power, and acts as an interface between the digital simulator and an energy storage device. The system must provide the capability to evaluate large-scale energy storage systems with charging & discharging profiles indicative of shipboard operation in a land-based facility without requirement of integration with shipboard power architecture. The system must be able to connect at high speed and with rapid response with hardware-in-the-loop, directly or with minimal interface requirements. The system must also have fast analog and digital control capabilities; the capability of using a remote operating system is also required. Navy use of this asset enables operation of models indicative of ship architectures, loads and load profiles, which is a capability unique to the government to execute.
II. SCOPE:
1. The required system capabilities are necessary to enable a new unique capability of high interest to this command: a high power/high slew rate load bank that acts as an interface between the digital simulator and the energy storage device; which sinks DC power, depending on the nature of the model being simulated.
The acquisition described herein fulfills the requirement in terms of voltage, current, power, accuracy, and control. The contractor is to provide a 1000VDC high power/high slew rate programmable load bank that meets all Operating, Interface/Connection, Travel, Training, Schedule, and Data requirements described herein.
III. REQUIREMENTS:
1. Operating Requirements:
1. Voltage
a. Shall operate in the range of 500-1000 VDC
b. Floating Ground (i.e. input is not ground referenced)
c. Dielectric strength – no less than 1500V to chassis for one minute
2. Operating Environment
a. Shall operate indoors continuously at full load with ambient temperatures from 5 to 40 degrees
Celsius
3. Power Rating
a. Total Continuous Power: 1MW
b. Modular Configuration is required. A master and slave configuration is acceptable. All modular units shall be capable of independent operation.
4. Main Operating Modes and Characteristics:
a. Constant Power
i. Range: 0%-100% maximum continuous power over the entire specified voltage range
ii. Response Time: shall be adjustable from 0.001 - 0.5 seconds min-to-max range
iii. Minimum Resolution: 1% of rated value
iv. Shall have over-voltage, over-current, and over-power protection
b. Constant Resistance
i. Range: Minimum resistance shall be ≤0.25 ohms; maximum resistance shall be
≥400 ohms for 1MW unit. Unit shall be able to operate at every resistance level in this range.
ii. Response Time: shall be adjustable from 0.001 - 0.5 seconds min-to-max range
iii. Minimum Resolution: 1% of rated value.
iv. Shall have over-voltage, over-current, and over-power protection
c. Constant Current
i. Range: 1%-100% maximum current
ii. Response Time: shall be adjustable from 0.001 - 0.5 seconds min-to-max range
iii. Minimum Resolution: 1% of rated value.
iv. Shall have over-voltage, over-current, and over-power protection
5. Input Control Power: 115/220 VAC.
6. Cooling: Water cooling is required. Identify the pressure, flow, and quality of water.
7. Control: Shall have local and remote operation; remote analog and digital programming command and control modes; analog voltage input controls with power, resistance and current controlled options.
Identify which of these modes can be provided by responder’s system.
2. Interface/Connection Requirements
2.1 The contractor shall provide an Installation and Connection Requirements and Drawings document in accordance with DI-MISC-81321A (Equipment Installation Instructions).
2.2 The contractor shall list all system-specific parts that are not standardized (e.g., power connectors/cables, data connectors/cables, grounding and bonding lugs, etc.) and provide a cost of these items as part of their proposal to the government.
3. Training Requirements
3.1 The contractor shall provide up to five (5) NSWCCD employees the appropriate initial training on how to install, maintain and operate the system. The contractor shall provide the adequate training of the unit at the contractor’s facility prior to shipping. The training shall be covered in a minimum of one
(1) training day, maximum of two (2) training days and shall include (but not be limited to) the following topics:

4. Schedule Requirements
4.1 All contract line items shall be accepted by the government at the Philadelphia Navy Yard (PNY) no later than (NLT) 60 days after contract award.
4.2 All training described herein shall be completed after the unit is fabricated and before it is shipped to the PNY.
