About this opportunity
The National Institute of Standards and Technology (NIST) Sensor Science Division is seeking to procure a compact, high-resolution Short-Wave Infrared (SWIR) spectrograph to measure methane signatures as part of their Greenhouse Gas Measurement Research project. The key requirements include a minimum entrance slit width of 25 mm, a detector array cooled to -10°C or lower, a minimum grating efficiency of 50% at 1650 nm, and a spectral range of 1630-1680 nm with a full-width half-maximum spectral bandwidth of 1.5 nm or less. The instrument must be no larger than 30 cm x 30 cm x 30 cm and include control software and drivers to enable LabView integration. Proposals are due by July 23, 2024, and award will be made on a firm-fixed-price basis to the most technically capable offeror, with technical capability being more important than price.
This is an unrestricted solicitation under NAICS code 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The place of performance is Gaithersburg, MD 20899. The government will inspect and accept the equipment within 12 business days of receipt, and the contract includes a minimum 12-month warranty.
Notice text
The National Institute of Standards and Technology (NIST) Sensor Science Division (SSD) Remote Sensing group has been funded by NIST’s Special Program Office’s Greenhouse Gas Measurement Research project. One of the funded projects, the FOREST program, has developed a testbed on the NIST campus to evaluate the current state of knowledge relating optical remote sensing to biophysiological measurements of vegetative land cover. An additional complementary task is to improve measurements and quantification of methane emissions. As part of this project, we will be projecting spectral distributions of different land scenes with varying methane concentrations using our custom Spectrally Tunable Source. The compact, high resolution SWIR spectrograph will be used to measure the methane signature of projected spectral distributions in the 1630 nm to 1680 nm.
