NIST Requirements Document High Resolution SWIR Spectrograph
Background The Sensor Science Division’s (SSD) Remote Sensing group has been funded by NIST’s Special Program Office’s Greenhouse Gas Measurement Research project. One of the funded projects, the FOREST program, has developed a testbed on the NIST campus to evaluate the current state of knowledge relating optical remote sensing to biophysiological measurements of vegetative land cover. An additional complementary task is to improve measurements and quantification of methane emissions. As part of this project, we will be projecting spectral distributions of different land scenes with varying methane concentrations using our custom Spectrally Tunable Source.
The compact, high resolution SWIR spectrograph will be used to measure the methane signature of projected spectral distributions in the 1630 nm to 1680 nm.
Scope One (1) Compact High-resolution spectrograph to aid in measurements of methane. This work supports NIST’s Greenhouse Gas Measurement Research project.
Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Line Item 0001 Qty (1) Compact High-Resolution SWIR spectrograph
Technical Specifications:
1. The instrument shall have a minimum entrance slit width of 25 m. The image of the entrance slit on the detector array shall fill 80 % of the array height or greater.
2. The detector array shall be cooled to a temperature of -10 oC or lower.
3. The dispersing element (for example the grating) shall have a minimum efficiency of 50 % for unpolarized light at 1650 nm.
4. The instrument shall have an optical fiber input; FC connectorization of the fiber shall be of additional value. The optical fiber shall have a core diameter of 400 um or less and have an armored covering (e.g. a steel jacket) for protection.
5. The instrument will be able to measure the spectral distributions of light sources over a minimum spectral range from 1630 nm to 1680 nm.
6. The instrument will have a full-width, half-maximum single pixel spectral bandwidth of 1.5 nm or less at 1630 nm, 1650 nm and 1680 nm.
7. Control software shall be included.
8. Instrument drivers or similar shall be provided to enable LabView control programs to be written.
9. The instrument size shall be equal to or less than 30 cm (h)x30 cm (w)x30 cm (d).
10. A watertight shipping crate with hard plastic or similar exterior and foam interior shall be considered of additional value.
Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 16 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
The DDP Incoterm, or “Delivery Duty Paid” Incoterm, states that the seller must make the goods available to the buyer at a prearranged location (NIST) and cover all associated expenses including unloading the goods from the carrier and any customs procedure costs and tariffs that may apply.
The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive Building 301, Shipping and Receiving Gaithersburg, MD 20899 Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The Government will test, inspect, and accept the equipment onsite within 12 business days of the receipt of the equipment. A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that the equipment was damaged during transport to NIST.
Following visual inspection, the following tests will be done to ensure that the system meets the minimum requirements:
· Turn the system on and verify the system is operational by measuring the spectral distribution of a NIST-supplied light source with radiant power in the 1630 nm to 1680 nm spectral region.
· Measure the full-width half-maximum linewidth of the instrument at 1650 nm to verify the instrument’s resolution.
· Verify that software has been provided to run the instrument and drivers or similar have been provided so we can write custom software in LabView (necessary for integration of the spectrograph into our lab).
The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance.
Warranty The contractor shall warrant the entire system for a period of a minimum of 12 months after receipt and acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4
Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
100% after inspection and acceptance by the TPOC of fully compliant equipment.
