About this opportunity

The Department of the Navy Naval Sea Systems Command is seeking a contractor to provide highly purified water and demineralized feedwater services to support plant maintenance on nuclear-powered ships at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia, and Naval Station Norfolk (NSN) in Norfolk, Virginia. The procured services include the rental of mobile demineralizer rigs, on-site technician support on a 24-hour basis with four-hour emergency response capability, regeneration of exhausted rigs at the contractor's facility with six-hour changeout limits, and operator training. Evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) methodology based on three primary factors: price, technical acceptability, and past performance within the past five years. Technical acceptability requires vendors to demonstrate understanding of the Statement of Work requirements and provide detailed phase-in and phase-out plans for transition from the incumbent contractor, while all contractor personnel must be U.S. citizens with valid security credentials. The original proposal deadline of March 2, 2026, was extended to March 11, 2026, at 12:00 PM EST through an official amendment to allow vendors additional time to respond to clarifying questions.

This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with no other set-aside used. The Government intends to establish a Firm Fixed Price contract for a base year beginning April 6, 2026, with four option years and a potential six-month extension. The contractor must supply four demineralizer rigs for NNSY and six rigs for NSN, with a maximum daily processing capacity of 16,500 gallons (8,250 gallons per location) and an estimated maximum annual volume of 6,022,500 gallons under normal circumstances or 6,039,000 gallons in leap years. Each rig must be capable of processing a minimum of 150,000 gallons without regeneration and producing demineralized water meeting strict specifications including conductivity of 2.5 micromhos per centimeter, pH between 6.0 and 8.0, and various other chemical parameters. The places of performance are Portsmouth, Virginia, 23709 (NNSY) and Norfolk, Virginia (NSN), with delivery of rigs required within 24 hours of request and removal within 24 hours of notification.
