About this opportunity

The Department of the Navy Office of Naval Research seeks high-performance GPU/CPU server systems and a control workstation, with responses due August 17. The procurement was initially issued as a Total Small Business Set-Aside but has been opened to full and open competition as of Amendment 03 (August 12), allowing all business sizes and direct OEM manufacturers to bid.

Place of performance is Naval Research Laboratory, 4555 Overlook Ave. SW, Washington, DC 20375. The Laboratory for Autonomous Systems Research requires a 4-server GPU/CPU rack system capable of multi-threaded processing, GPU-accelerated workloads, AI and simulation applications, and Omniverse-based digital twin integration, plus a 1U control workstation for remote monitoring and asset management. The server specification includes four 5U rackmount chassis with dual 32-core processors (3.0 GHz base), 96 GB DDR5 memory per server, PCIe 4.0/5.0 NVMe storage (960 GB boot and 7.68 TB high-capacity drives per server), and dual RTX PRO 6000 Server Edition GPUs with 96 GB GDDR7 memory each. The control workstation features dual processors, 32 GB DDR5 memory, and dual 1.9 TB NVMe drives. Delivery includes complete assembly, on-site integration, Ubuntu 24.04 LTS installation, three-year next-business-day on-site support with full replacement coverage, and three-year Omniverse Enterprise subscriptions (one per GPU). Delivery is required six months after award, with government acceptance within 30 days. The procurement is two line items (Item 0001 for servers; Item 0002 for workstation), firm fixed-price, with FOB Destination. NAICS is 334111 (1,250-employee size standard); PSC is 7B20. Offerors must be OEM manufacturers, authorized dealers, distributors, resellers, or partners capable of providing OEM warranty and service, registered in SAM.gov. Award goes to the responsible offeror with the lowest evaluated price and technically acceptable quote. Questions were due three days after July 30 posting. Amendment 01 revised specifications; Amendment 02 revised the combined synopsis/solicitation; Amendment 03 opened competition and clarified eligibility.
