About this file

This is a Questions and Answers document for Navy solicitation N0017326QKN04, which addresses clarifications regarding the procurement of High-Performance GPU/CPU Server Systems and a Control Workstation. The Q&A clarifies technical specifications and procurement parameters for offerors responding to this Navy contract opportunity issued by the Department of the Navy Secretary of the Navy Office of Naval Research.

Key clarifications include: (1) Network switches and rackmount equipment are not included in requirements; the Navy will provide integration points for network cables running from server ports to off-rack network ports, with RJ45 10' cables specified as sufficient; (2) This is not a brand-name procurement, and any system meeting minimum technical requirements will be considered; (3) A substitute chassis part number (CSE-528G2TS-R000NDP) that meets or exceeds the specification is acceptable in place of the originally listed CSE-528G-R000NDP; (4) One (1) quantity each is required for the 48U 750x1200 rack cabinet and the CLIN 0002 control workstation; (5) CLIN 0002 must be quoted as a complete assembled system rather than component parts; (6) Sections 1.2.2-1.2.7 describe chassis integration requirements rather than processor attributes; (7) No CMMC requirement applies to this acquisition; and (8) Warranty, on-site support, and NVIDIA Omniverse Enterprise subscription durations were addressed in Amendment 001 to establish a single required duration rather than a range. The document indicates that Amendment 001 and revised Specifications have been posted with additional clarifications regarding warranty, support, and subscription periods.

Q&A Question 1:

There is no mention of network switches, cables etc. Is this being provided by the Navy? If not, what were your colleagues thinking of here to satisfy their requirements?

Answer 1:

Correct, no rackmount network switch is in requirements. Network cables will run from server ports to off rack network ports.

Question 2:

XXXX is a USA based Small Business computer manufacturer. These requirements could be something that we could develop a solution to support. Do you already have an OEM in mind?

Answer 2:

This was not posted as a brand name purchase for a specific manufacturer, and any system meeting the minimum technical requirements will be considered.

Question 3:

To assist our engineering team in designing the rack configuration and preparing an accurate quotation, could you please complete the attached questionnaire at your earliest convenience?

Answer 3:

The specifications document posted with the solicitation outlines the requirements of the system. Please refer to that document.

Question 4:

Please provide me the manufacture name of this solicitation Answer 4:

This was not posted as a brand name procurement.

Question 5:

Just to confirm, no network switches are needed to be quoted out, correct? Assuming they are not, will NRL be providing switches to be integrated into the rack that is to be delivered? If so, can you provide the make/model of the switches to ensure proper networking ports needed on the systems? Will NRL provide the network cables, or are those needed as well? If needed, can you provide the connector types and lengths that you need? (ex, SFP+ 3m, RJ45 10’, etc) Answer 5:

Correct, no rackmount network switch is in requirements. Network cables will run from server ports to off rack network ports. RJ45 10’ cables should be sufficient.

Question 6:

How much RAM is desired in the 1U Control Workstation?

Answer 6:

Please refer to the revised Specifications attached to this Q&A.

Question 7:

Chassis part number. The specification lists chassis P/N CSE-528G-R000NDP. Our research indicates the correct current part number is CSE-528G2TS-R000NDP. Please confirm the intended chassis, and confirm whether the associated system is the dual-root configuration.

Answer 7:

This substitute part number appears to meet or exceed the specification as written, and as such would be considered acceptable.

Question 8:

Rack cabinet quantity. Section 1.21 describes a 48U 750x1200 rack cabinet but does not state a quantity. Please confirm the required quantity Answer 8:

Quantity of 1 Question 9:

Workstation warranty quantity. Section 2.14.5 states "4 service units" for the CLIN 0002 control workstation warranty. As CLIN 0002 is a single workstation, please confirm whether the intended quantity is one.

Answer 9:

Intended quantity is 1 Question 10:

Sections 1.2.2 through 1.2.7. These paragraphs appear to describe chassis attributes but are presented as processor attributes. Please confirm the Government's intent so that our technical response addresses the correct components.

Answer 10:

The 1.2.1 requirement describes the processor and 1.2.2-7 clarify the chassis integration requirements Question 11:

CMMC level: DFARS 252.204-7021 is incorporated but no CMMC level is stated. Please identify the required level, or confirm that no CMMC requirement applies to this acquisition.

Answer 11:

There is no CMMC for this requirement.

Question 12:

CLIN 0002 configuration. Please confirm that CLIN 0002 is to be quoted as a complete, assembled system rather than as component parts.

Answer 12:

This should be quoted as a complete assembled system.

Question 13:

Warranty, support, and subscription duration. Sections covering warranty, on-site support, and NVIDIA Omniverse Enterprise subscriptions each state a duration of "one- to three-year." Because award is on a lowest-price technically acceptable basis, this range materially affects evaluated price. Will the Government specify a single required duration for each of these items, or state that quoters should price a defined baseline period?

Answer 13:

Please see the Specification update to this section in Amendment 001.
