About this opportunity

The Department of the Army Medical Command is seeking a contractor to provide an FDA-approved high energy electrohydraulic extracorporeal therapy device for treating chronic plantar fasciitis and chronic lateral epicondylitis. The procurement will cover equipment, transportation, and fully insured and trained operators capable of performing installation, set-up, and preventative maintenance at four military treatment facilities located in Georgia and Kentucky, including Eisenhower Army Medical Center, Blanchfield Army Community Hospital, Martin Army Community Hospital, and Winn Army Community Hospital. Interested vendors must submit a ten-page capabilities statement by May 12, 2025, at 12 PM CST, addressing specific requirements such as FDA approval, equipment life expectancy, and manufacturer authorization. The government will evaluate responses based on technical capabilities, specifically focusing on the device's variable cycle speed, exact measurable movement, and mobile functionality. The contracting office (MRCO-E) will conduct market research to determine the most appropriate procurement strategy.

The contract opportunity falls under NAICS category 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing, with a small business size standard of 1,250 employees. The procurement is planned as a Firm Fixed Price contract with a three-year period from June 9, 2025, through June 8, 2028. While no specific set-aside has been definitively established, the government is considering potential small business designations and will evaluate all small business categories. The contract will require the selected vendor to provide a Class III medical device with comprehensive operational support, including intra-operative operation and maintenance services. The procurement strategy remains flexible, with the potential for full and open competition or a small business set-aside depending on market research and responses received from potential contractors.
