About this opportunity
The Defense Logistics Agency Aviation is seeking to procure analog voice products hardware and perpetual license software under NSN 7R-5895-015325728-EY. This pre-solicitation notice indicates the Government intends to negotiate with a single source under FAR 6.302-1 authority, though all responsible sources may identify their interest and submit proposals, quotations, or capability statements. The procurement is necessitated because the data needed to acquire or repair this part competitively is not physically available and cannot be obtained economically, making it impossible to draft adequate specifications for competitive solicitation. While specific evaluation criteria are not detailed in this notice, interested parties should be prepared to demonstrate their capability to fulfill the requirement. The deadline for responses is January 5, 2026, providing potential contractors with a 43-day window from the November 23, 2025 posting date to submit their interest and capability statements.
This procurement carries no set-aside designation and involves a quantity of 32 units with FOB origin delivery terms. No incumbent contractors or specific award values are identified in the pre-solicitation notice. Interested parties can obtain relevant Military and Federal Specifications, Standards, Qualified Products Lists, and other documentation through the DoDSCP at ASSIST-Online (http://quicksearch.dla.mil/) or by contacting the DODSSP ASSIST Help Desk at 215-697-2667 or 215-697-2179 (DSN: 442-2667). Those without internet access may mail requests to DLA Document Services in Philadelphia, Pennsylvania. The notice explicitly states this is not a request for competitive proposals, but rather an opportunity for capable sources to express their interest within the 45-day window.
