About this opportunity
The Naval Research Laboratory (NRL), operating under the Department of the Navy's Office of Naval Research, has issued a Special Notice announcing its intention to award a bridge action modification to an existing task order in the field of high assurance computer systems security. This sole-source modification to Task Order N0017321F2015 will be awarded to Arcfield pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing only one responsible source capable of satisfying agency requirements. The Special Notice was posted on February 23, 2026, with a submission deadline of March 2, 2026. This opportunity falls under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC Category AJ12 (General Science and Technology R&D Services).
The modification seeks to extend the existing task order for an additional six months, establishing a revised performance period from March 24, 2026, through September 23, 2026, to ensure continuity of specialized services provided to NRL's Center for High Assurance Computer Systems (CHACS), Code 5540. The work encompasses comprehensive scientific, engineering, technical, and project management support focused on creating cybersecurity and vulnerability analysis prototypes, developing high-assurance cryptographic systems, constructing sensor and communication platforms, and analyzing new security protocols. The services are designed to support Navy, Department of War, and Intelligence Community priorities. As a sole-source award to an incumbent contractor, this modification is not open to competitive bidding, and only Arcfield is eligible to participate in this specific bridge action contract extension.
