Contractors may recommend Alternative Technical Concepts for the sewer system only at USFWS discretion.
Operating constraints include terrestrial construction activities limited to July 15 through October 31 due to wildlife protection; material and equipment delivery and mobilization occurring only May 30 through November 15; and planning and design activities year-round with Service approval. Performance periods are 730 days for sewer system replacement and NEPA compliance, and 1,825 days for all other tasks. Contractors are responsible for all personnel, equipment, fuel, materials, and lodging arrangements, though the Service provides limited on-island lodging for up to 20 personnel and meals at current rates.
