About this opportunity
The U.S. Department of Health and Human Services (HHS), specifically the National Institute on Drug Abuse (NIDA) within the National Institutes of Health (NIH), has issued a Special Notice announcing a virtual Market Research Industry Day for the HHS One Professional Services Solution (HOPSS) contract. The HOPSS contract is designed to provide professional services to HHS and potentially other federal agencies, supporting the organization's strategic goals of enhancing healthcare access, improving health outcomes, and advancing scientific research. This procurement will replace the current Scientific Operations and Administrative Resources Contract (SOAR), which has been in place since 2003. The contract will encompass two primary task areas: Science, Technology, Engineering and Math (STEM) Services and Business and Operational Services to Support STEM Activities. The notice is part of HHS's broader effort to obtain professional services that will help implement its strategic plan across 13 operating divisions.
The primary objective of the Market Research Industry Day is to provide potential contractors with detailed information about the HOPSS requirement and gather industry feedback. Interested organizations must register by November 15, 2024, for the virtual event scheduled on November 19, 2024, from 2:00-3:15 PM ET. The event is open to both small and other-than-small businesses, with NIDA potentially prioritizing small business attendance if necessary. Participants are encouraged to submit questions to the contract specialist by November 13, 2024, and will have an opportunity to ask questions during the event. NIDA plans to post a summary of the industry day, including questions and answers, on SAM.gov as an amendment to the notice. Qualified small businesses are specifically encouraged to submit capability statements in accordance with a separate Small Business Sources Sought Notice. The government anticipates releasing the solicitation in spring 2025, with contract awards expected in summer 2026, and the contract will be structured as a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) agreement.

Introduction/Overview
On behalf of the U.S. Department of Health and Human Services (HHS), the National Institute on Drug Abuse (NIDA), within the National Institutes of Health (NIH), requires professional services to achieve the HHS mission to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.
This parent contract for HHS One Professional Services Solution (HOPSS) will enable HHS, and on a case-by-case basis other Federal agencies, to obtain professional services required to implement HHS’s current strategic plan, which is updated every four years. - Task Area 1: Science, Technology, Engineering and Math (STEM) Services
