About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA) has issued a Special Notice for a sole source delivery order targeting Hermetic Units for Virginia Class submarines. The notice, posted on February 19, 2025, is specifically related to procurement of specialized refrigeration equipment components through Simplified Acquisition Procedures. The procurement will be conducted under the North American Industry Classification System (NAICS) Code 333415, with a size standard of 1,250 employees, and falls under Product Service Code 4110. The total value of the procurement will not exceed the simplified acquisition threshold of $250,000. The notice emphasizes that this is not a competitive solicitation, but rather a notification of intent to award a contract to a specific vendor.

Contractors interested in this opportunity must submit evidence of their capabilities within 15 days of the notice's publication, demonstrating how competition could be advantageous to the government. The government reserves full discretion to determine whether to conduct a competitive procurement based on responses received. Only one responsible source has been identified as capable of meeting the agency's requirements, specifically Cospolich Industries, which is the original equipment manufacturer for these specialized submarine refrigeration system components. Eligible contractors must be classified as a small business and able to provide specific refrigeration units, including condensing and pantry units designed for naval submarine applications. No reimbursement will be provided for preparing capability responses, and all communications should be directed to Timothy Ledbetter via the provided email. The ultimate goal is to procure critical refrigeration equipment necessary for maintaining submarine operational readiness.
