The U.S. Fish and Wildlife Service seeks herbicide application services at Pee Dee National Wildlife Refuge in Wadesboro, North Carolina, with quotes due September 4, 2026 at 2:00 PM EDT. Place of performance is the Pee Dee National Wildlife Refuge, North Carolina. The scope covers foliar broadcast herbicide treatment on 83 acres using Triclopyr (XRT) at 80 ounces per acre, MSO surfactant at 32 ounces per acre, and LI700 surfactant at 32 ounces per acre to eliminate undesirable woody vegetation—particularly sweetgum, maple, and privet—while preserving residual hardwoods and pines. The contract period runs from award through October 30, 2026. Quotations must be submitted on a per-acre basis inclusive of all chemicals, labor, transportation, supplies, supervision, and equipment. The contractor must coordinate with the Refuge Forester, maintain clearly defined application boundaries, calibrate equipment to ensure specified herbicide rates, maintain chemical spill kits on-site, comply with North Carolina Forestry Best Management Practices and all federal, state, and local environmental and safety regulations, and remove all equipment within three days of final closeout inspection. Operations are conducted Monday through Friday during daylight hours, with case-by-case permission for weekend or holiday work.

Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis. Evaluation criteria are Technical/Management Approach (10-page limit), Past Performance (survey plus up to one additional page per contract, five pages total maximum), and Key Personnel with resumes and subcontractors (10-page limit). Proposals must be firm fixed price with no escalation clauses. Contractors must maintain active SAM registration and register with the Department of Treasury's Invoice Processing Platform prior to or following award.

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service is issuing a Request for Quotes for the Herbicide Application at the Pee Dee NWR, NC. The anticipated performance period is shown below.

Solicitation 140FS326Q0156 is issued as a Request for Quotation (RFQ) is 100% Small Business Set Aside and is conducted under FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular FAC Number: 2026-01, Effective Date: 03/13/2026. The applicable North American Classification System (NAICS) code is 115310, Support Activities for Forestry. The small business size standard is $34 Million.

1. Site Inspection:
Prior to submitting a quote, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance.

2. Question Submission:
All questions regarding this Solicitation must be submitted in writing to the Contract Specialist, Fred Riley at Fred_riley@ios.doi.gov no later than Wednesday, September 02, 2026, at 2:00pm EDT. If necessary, questions received will be answered through an Amendment to this Solicitation.
