About this opportunity

The Bureau of Land Management (BLM) is seeking services for loading, hauling, and unloading 5000 LCY of aggregate material at various locations within the Henry's Lake Recreation Site in Idaho. The contractor will be responsible for providing all necessary personnel, tools, labor, supervision, equipment, materials, supplies, transportation, training, and incidentals. The period of performance for this project is 30 days, starting on or after October 2, 2023, and ending no later than November 1, 2023.

List of services and products to be provided by the contractor:

  1. Loading of aggregate material
  2. Hauling of aggregate material
  3. Unloading of aggregate material at various locations
  4. Provision of necessary personnel, tools, labor, supervision, equipment, materials, supplies, transportation, training, and incidentals
  5. Compliance with traffic control and signage requirements
  6. Maintenance of a safe working environment following OSHA standards
  7. Submission of a work progress plan and crew manifest
  8. Provision of a Contractor Representative on-site at all times.

Amendment 001 - The purpose of this Amendment is to provide Government responses to Contractor Questions. There are no revisions to any attachments, the period of performance, or the quote due date.

A. This is a solicitation for Project # Henry's Lake Aggregate Hauling, Island Park, Idaho
B. The Bureau of Land Management (BLM) Idaho state office has a requirement to load, deliver by conventional trucking methods, and unload 5000 LCY of aggregate material at work site. Material will be unloaded at various locations staked
or directed by the BLM, throughout the Henry¿s Lake Recreation Site. The Contractor shall furnish all personnel, tools, labor, supervision, equipment, materials, supplies, transportation, training, and incidentals necessary to perform
loading and hauling services in accordance with the specifications provided.
C. Any questions must be submitted by e-mail to the point of contact below no later than 1 September 2023 by 5:00 PM Mountain Time. All questions will be responded to through beta.sam.gov (GPE) only.
D. The period of performance for this project is 30 days with an estimated start date of October 2, 2023.
E. This acquisition is being solicited as a Total Small Business Set-Aside based upon North American Industry Classification System (NAICS) code 484220, size standard of $34.0 million.
F. The Government intends to award one Firm-Fixed Price (FFP) contract for this project.
G. This solicitation is issued electronically. It is only available via the official beta.SAM.gov website. Potential offerors are responsible for downloading their own copy of the solicitation package as no paper copies will be furnished.
Potential offerors shall register at beta.SAM.gov in order to receive notifications and/or changes to solicitation.
H. All offerors MUST be registered in the System for Award Management (SAM) database in order to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the Internet at
