About this opportunity

The Defense Health Agency (DHA) is seeking a Hematology system for Keesler Medical Center at Keesler Air Force Base in Mississippi. The procurement requires one comprehensive hematology system featuring two functioning analyzers, a slide maker stainer, digital cell morphology system, and advanced red blood cell morphology software. The solicitation will be fulfilled via equipment rental/lease or Cost Per Reportable Result (CPRR) basis, with a focus on providing complete hematology testing capabilities. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation criteria to select the vendor. Key requirements include FDA approval, bi-directional interface with MHS Genesis electronic health system, and obtaining an Authorization to Operate (ATO). The solicitation timeline includes questions due by December 19, 2024, and final proposal responses due by February 6, 2025 at 10:00 AM CST.

The contract is an unrestricted solicitation with no specific set-aside designations and covers a base year from April 1, 2025, through March 31, 2026, with four additional one-year option periods potentially extending through March 31, 2030. The annual service requirements include performing 31,000 Complete Blood Counts with 6-part differential and 1,500 reticulocyte panels. The place of performance is Keesler AFB, Mississippi, with specific equipment dimensional requirements of 49.75" depth, 144" length, and 80" height. Service response standards mandate a 24-hour initial response time and 48-hour resolution time, with a 4-hour on-site response required if both analyzers are simultaneously non-operational. The system must also include capabilities for approximately 200 body fluid tests annually and provide initial training for two operators. While specific award value is not explicitly stated, the comprehensive multi-year contract suggests a significant procurement investment for medical diagnostic equipment and services.
