About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking qualified firms to provide engineering and Technical Support Services (TSS) for two Hellenic Air Force-owned KBR Eddy Current Inspection Systems (ECIS) - one V3 and one V4, with potential future support for a V5 system. The contract will be awarded to a source capable of producing an Original Equipment Manufacturer (OEM) license agreement, with specific requirements including intellectual property rights and current design authority. Interested companies must submit detailed responses limited to 10 pages, including company information, CAGE code, DUNS number, SAM registration, proof of OEM-KBR license, capabilities statement, organizational chart, and relevant experience. Evaluation will focus on the firm's ability to provide comprehensive technical support services for these specialized inspection systems. The sources sought notice requires all questions and responses to be submitted by 3:00 p.m. CST on January 17, 2025, directly to Ms. Sarah Thigpen via email.
The procurement is not set aside for small businesses and is specifically restricted to Cage Code 3ZUK0 under NAICS code 541330 and PCS code H216. The Air Force plans to award a 5-year contract structured as a 3-year base period with two 1-year option periods, to be initiated in January 2025. The contract will support ECIS systems located at Hellenic Aerospace Industry in Schimatari and Elfsina Air Base in Greece, with services including 24/7 technical support, potential repair and return of parts, on-site travel support, system spares and probes, and additional repair services. The contract will be executed under Foreign Military Sales (FMS) guidelines, with work to be performed primarily in Greece. Given the obsolescence of the V3 and V4 systems, the contract acknowledges potential limitations in full support capabilities, requiring a contractor with specialized expertise in maintaining these aging inspection systems.
