About this opportunity
Pacific Air Forces is conducting market research on helicopter transport services for the Joint Pacific Alaska Range Complex (JPARC) at Eielson Air Force Base, Alaska, with a response deadline of June 8, 2026; this is a follow-on to contract FA521521R0015 and no award will be made in response to this notice.
The contractor will serve as a single point of contact managing helicopter logistics support, arranging and coordinating flight hours from qualified third-party FAA-certified operators. Workload is approximately 310 annual flight hours distributed across three mission types: light lift operations (42% of hours) transporting two personnel and up to 100 pounds of equipment; medium lift operations (42% of hours) transporting four personnel and up to 500 pounds of equipment; and medium lift night/IFR operations (16% of hours) for low-visibility and night flights requiring Instrument Flight Rules certification. Peak demand occurs February–March and May–August.
Performance occurs at remote sites throughout JPARC within Eielson Air Force Base, Alaska. The contractor must establish and maintain a vetted network of operators meeting FAA, State of Alaska, and Department of Defense safety, maintenance, licensing, and insurance requirements. All aircraft and crews must possess specialized certifications for external sling load operations and hazardous materials transport. The contractor is responsible for scheduling coordination, subcontractor management, insurance compliance, and monthly status reporting. Routine requests (72+ hours notice) require email acknowledgment within 4 business hours and 90% mission on-station within 72 hours; Priority Requests (less than 72 hours) require immediate verbal acknowledgment and 95% mission on-station within 4 hours. Interested contractors should email detailed capability statements to the identified primary and secondary points of contact.

To provide helicopter operations for transport of personnel and light lift materials to remote sites located within the Joint Pacific Alaska Range Complex (JPARC) in Eielson AFB, Alaska. (This is a follow-on requirement from contract number FA521521R0015). PWS attached for reference and specific details.
The Contractor will provide 130 hours of light weight helicopter logistics and operations capable of transporting 2 (two) range personnel and up to 100 pounds of internal /external equipment to and from the JPARC remote sites. The Contractor will provide 130 hours of medium weight helicopter logistics and operations capable of transporting 4 (four) range personnel and up to 500 pounds of internal/external equipment to and from the JPARC remote sites. The Contractor shall be able and qualified to fly under Instrument Flight Rules (IFR) to provide 50 hours of medium weight helicopter logistics and operations capable of transporting 4 (four) range personnel and up to 500 pounds of internal/external equipment to and from the JPARC remote sites for flights departing before morning civil twilight and landing after evening civil twilight.
The systems and subsystems enable the JPARC management organization to support critical U.S. and Coalition Armed Forces Joint Service combat training exercises such as RED FLAG-Alaska (RF-A) and other Major Flying Exercises (MFEs). If helicopter support operations are not fulfilled, systems associated with the management of the JPARC will be unreachable during the winter months, potentially resulting in damaged/destroyed equipment, fuel spills from unmaintained generators and tanks, and many other hazards.
Please send a detailed response via email to the primary and secondary POCs, outlining your company's capabilities and the services you can provide.
