About this opportunity

The Department of the Interior's Interior Business Center is soliciting proposals for helicopter maintenance services to support the U.S. Park Police operations in Washington, D.C. The contract covers scheduled and unscheduled maintenance, avionics work, and ground support equipment servicing for one Bell Helicopter 206L3 and two Bell Helicopter 412s under an indefinite-delivery, indefinite-quantity (IDIQ) agreement. Qualified contractors must maintain FAA Part 145 Repair Station Certification with appropriate ratings, provide a qualified on-site mechanic meeting specific experience requirements, maintain a facility within 175 statute miles of the U.S. Park Police Hangar at 1901 Anacostia Drive, SE, Washington, D.C., and carry insurance covering full replacement cost of government aircraft. The Government will evaluate proposals using four equally weighted factors: Offeror Capability (25%), Facility Location (25%), Organizational Past Performance (25%), and Evaluated Price (25%), with non-cost factors weighted more heavily than price. Proposals are due by February 27, 2026, at 1600 Eastern Standard Time, and Amendment 001 was posted on February 18, 2026, requiring offerors to acknowledge receipt prior to submission.

This acquisition is set aside exclusively for Women-Owned Small Businesses (WOSB), specifically economically disadvantaged women-owned small businesses (EDWOSB), with a NAICS code of 488190 and a size standard of $40 million. The contract period of performance runs from April 1, 2026, through March 31, 2031, with a potential six-month extension available under FAR 52.217-8. The contractor must provide pricing for hourly labor rates for aircraft maintenance, avionics maintenance, on-site mechanic services, and travel, plus firm-fixed-price rates for 100-hour, 300-hour, and 600-hour inspections. The IDIQ contract includes a minimum guarantee of only $500 with no guaranteed order volume, and the contractor must furnish one on-site mechanic at approximately 40 hours per week year-round, with additional mechanic support during high utilization periods such as inaugurations and national emergencies. Justin Kondeff serves as both the contracting officer and point of contact for this solicitation at the Interior Business Center in Herndon, Virginia.
