About this file
This is a Request for Proposals (RFP) for commercial aircraft maintenance services for the U.S. Department of the Interior's Park Police operations in Washington, D.C.
The Government seeks an indefinite-delivery, indefinite-quantity (IDIQ) contract to maintain one Bell Helicopter 206L3 and two Bell Helicopter 412s, with services including scheduled and unscheduled maintenance, avionics work, and ground support equipment servicing. The contract covers a five-year ordering period from April 1, 2026, through March 31, 2031, with a potential six-month extension under FAR 52.217-8. Proposals are due by February 27, 2026, at 1600 ES. The Government will evaluate offers based on four factors: Offeror Capability (25%), Facility Location (25%), Organizational Past Performance (25%), and Evaluated Price (25%), with non-cost factors weighted equally and more heavily than price. The facility must be located within 175 statute miles of the U.S. Park Police Hangar at 1901 Anacostia Drive, SE, Washington, D.C. 20020. Pricing includes hourly labor rates for aircraft maintenance, avionics maintenance, on-site mechanic services, and travel, plus firm-fixed-price inspections for 100-hour, 300-hour, and 600-hour checks. A minimum guarantee of $500 is required; the contractor must provide proof of insurance covering full replacement cost of government aircraft. The contractor must maintain FAA Part 145 Repair Station Certification with appropriate ratings for the aircraft types and provide a qualified on-site mechanic meeting specific experience requirements. This acquisition is a women-owned small business (WOSB) set-aside with NAICS code 488190 and a $35 million size standard.

B3.12 Inspections shall be completed on approved checklists as directed by the OAS Fleet Manager. The OAS Fleet Manager will provide written guidance on whether an aircraft specific OAS approved checklist or OEM approved checklist is to be used. The inspection checklists for 100 hour/annual inspections shall be generated by using Manufacturer’s/DOI Recommended Inspection Program. All inspections must include associated records review and documentation, ground operational checks, lubrication requirements, cleaning, and servicing. Each 100 hour or Annual inspection must include a documented search for applicable manufacturer’s mandatory service bulletins (MMSBs) and FAA Airworthiness Directives (ADs). At the commencement of the contract period, OAS may require the contractor do a physical audit of all MMSB’s/AD’s. Following each 100 hour and annual inspection, the contractor will provide the OAS Fleet Manager with an update. For each new entry, the contractor must provide a signed entry that the MMSB/AD is either not applicable to that aircraft or has been complied with.
B3.13 No alterations to the aircraft shall be performed without the written permission of the OAS Fleet Manager/COR and CO.
B4 Maintenance Estimate Requirements
B4.1 The Contractor shall provide an estimate on form OAS-79 (Aircraft Maintenance Estimate Form) to the OAS Fleet Manager/COR before beginning work (Exhibit 1). This form is for approving funds and can only be approved by the OAS Fleet Manager/COR and CO. It is impractical to expect contractor to always be able provide a firm estimate upon receipt of aircraft without having the ability to determine the nature and extent of repairs required when aircraft requires disassembly. Contractor shall provide a cost estimate to the COR as soon as reasonably possible to receive approval to proceed. Contractors are required to provide an estimate of all aircraft maintenance requirements including estimated parts and labor to complete the maintenance event. This form can also be downloaded at the OAS Fleet Forms website: https://www.doi.gov/aviation/library/forms#techforms. OAS-79s will be submitted thru the DOI fleet email address doil48fleet@ios.doi.gov .
B4.2 Contractor will communicate with the COR any changes from what was approved prior to performing the work. If the Contractor determines that additional funds are needed after maintenance work begins, the Contractor shall submit the modified OAS-79 to request additional funds prior to incurring the additional costs. The modified OAS-79 must follow the same approval procedures in paragraph B4.1. The Government must approve any additional work on the modified OAS-79, otherwise the Contractor bears any additional costs.
B5 On-Site Mechanic Requirement (M1 & M2)
B5.1 The Contractor must provide an on-site mechanic (M1) in the Washington D.C. area. The mechanic must be capable of providing daily maintenance support to the U.S. Park Police-operated Bell Helicopters to include but not limited to Bell 206L III and Bell 412 helicopters. The mechanic (M1) must meet the qualifications of B6.1 and be qualified to perform the duty requirements listed under B6.2.

ADDENDA TO 52.212-4 CONTRACT TERMS AND CONDITIONS – Commercial Items
52.212-4 Inspection/Acceptance, The Following is Added:
Inspection Process and Scheduling
After award of the contract(s) and any renewal thereof, an inspection of the contractor's proposed facility, equipment and personnel may be made by the COR to assure compliance with the requirements of this contract. Inspections are expected to be accomplished when the COR’s inspectors’ normal schedule brings them to the contractor’s operating vicinity, or when a contractor has been selected for a planned project. The COR will attempt to schedule the inspection at a mutually agreeable time and confirm the time and date in writing. The contractor may request rescheduling of any inspection in writing to the COR no later than 7 days prior to the date of the scheduled inspection. The COR will attempt to accommodate the request, if possible.
Inspection Of Work In Progress. The Government reserves the right to inspect and document work in progress on all maintenance and refurbishing events.
Inspection And Acceptance. The contractor shall notify the Government when the status of each aircraft in repair changes from the dates on the OAS-79. Inspections by OAS quality assurance personnel do not relieve the contractor of his responsibility for inspections of aircraft as required in this document, or as required by the FAA.
Performance Test. The Government reserves the right to conduct an evaluation flight of the aircraft and components prior to acceptance. The aircraft ready for evaluation flight shall be considered available at the time it is returned to service by the mechanic and the OAS-2 is properly signed off, and the Government is notified. Should the aircraft not pass the flight evaluation, then the aircraft will be considered to never have been available. The government typically conducts the flight evaluation within 24 hours (normal business day’s only, subject to weather and pilot availability) of contractor notification.
Flight Tests/Ferry Flights/Run Up and Movement. All maintenance runs and evaluation/ferry flights shall be conducted by an approved Department of Interior Pilot or OAS approved Contract Pilot.
Acceptable forms of contract pilot approval are a current OAS-30b or an Authorization to Manipulate Controls of U.S. Department of the Interior Aircraft (Exhibit 2). Contractor mechanics may not run up DOI aircraft maintained under this contract. Contractors seeking issuance of an Authorization to Manipulate Controls of U.S. Department of the Interior Aircraft (Exhibit 2) will submit a completed OAS-64b (https://www.doi.gov/aviation/library/forms) for each qualified contract pilot (B7). OAS will issue the final letter to manipulate the flight controls after review and confirmation of pilot qualifications.
Flight evaluation inspections (for the purpose of acceptance of work performed) shall only include those items on which maintenance was performed or were previously noted as a discrepancy or was an item that was to have been included on the maintenance checklist. New items noted during evaluation flight are considered new discrepancies.
