About this opportunity
The United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) Wildlife Services program is seeking helicopter inspection, maintenance, and repair services for their Bell 206 and Hughes/MD369 series aircraft operating throughout Louisiana, Mississippi, and Arkansas. The procurement will establish a firm fixed price indefinite delivery indefinite quantity commercial services contract for these specialized aviation maintenance services. Contractors must be FAA certified, with preference given to those who are FAA-approved Part 145 Repair Stations and have experience with Teledyne FLIR systems, as the government currently operates an estimated 4-5 aircraft in service across the region. The contract will be evaluated on a best value basis considering price, past performance, and technical capability, with a potential pre-award on-site inspection of maintenance facilities using a comprehensive checklist that assesses operations, personnel, and facility capabilities. Questions must be directed to Amanda Barbosa, Contracting Officer, at Amanda.Barbosa@usda.gov, and quotes are due by September 9, 2025.
This solicitation is designated as a total small business set-aside under NAICS code 488190 with a size standard of $40 million, ensuring that only small businesses are eligible to compete for this opportunity. The contract carries a total ceiling value of $5,000,000 with a minimum guarantee of $75,000 and a maximum of $5,000,000 in orders over the contract period. The performance period spans five years from September 25, 2025, to September 24, 2030, structured as five ordering periods with each period lasting twelve months. Services will include various inspection types such as 100-hour, 300-hour, and 12-month inspections for different helicopter models, along with hourly labor rates, parts/supplies, and travel expenses. The primary place of performance is Yazoo City, Mississippi, though services will support aircraft operations across the three-state region of Louisiana, Mississippi, and Arkansas.
