About this file
This document is a Pre-Award Inspection Checklist for evaluating a potential aircraft maintenance contractor's capabilities. The checklist comprehensively assesses three key areas: Operations, Personnel, and Facility. In the Operations section, the inspection reviews current manuals, airworthiness directives, maintenance tracking procedures, parts management, tool calibration, subcontracting processes, drug testing programs, and insurance documentation. The Personnel section examines mechanic licensing, certification, experience records, and specific expertise with aircraft makes and models.
The Facility section evaluates the contractor's physical infrastructure, including secure hangar space, required equipment, hazardous materials storage, fire safety measures, emergency preparedness, and safety equipment. The document includes an Overall Confidence Rating scale with three levels: High Confidence (minimal government intervention needed), Some Confidence (some government intervention required), and Low Confidence (significant intervention needed, with doubts about contract performance capability). The checklist is designed to systematically assess a contractor's technical competence and readiness to perform aircraft maintenance services.
