About this opportunity
The Department of the Army Corps of Engineers Engineering District Omaha seeks helicopter-based aerial herbicide spraying services for Missouri River sandbars across North Dakota, South Dakota, and Nebraska, with proposals due July 6, 2026. The procurement is a women-owned small business (WOSB) set-aside with 100% contract reservation for WOSB participants.
Place of performance spans Missouri River segments below Garrison Dam, Fort Randall Dam, and Gavins Point Dam, as well as upper Oahe Reservoir and Lewis & Clark Lake across the three-state region. The contract covers treatment of approximately 2,285 acres with EPA-registered, aquatic-labeled herbicides (glyphosate and imazapyr) at five gallons per acre, with the contractor responsible for treating at least 95% of target species while minimizing non-target damage. Performance period runs August 17 through October 30, 2026, with optimal spraying windows of August 23 through October 3 for North Dakota and September 8 through October 10 for South Dakota and Nebraska. Work must be conducted between sunrise and sunset, Monday through Friday, excluding Federal holidays, with daily capacity of 300–500 acres and wind speed capped at 10 mph.
Compensation is on a fixed unit-price-per-acre basis verified by GPS data and Pesticide Application Record forms. The contractor must obtain and maintain valid commercial pesticide applicator licenses, provide insurance, and supply all personnel, equipment, vehicles, chemicals, permits, and GPS units. The solicitation permits drones as an alternative to helicopter spraying, provided the contractor obtains National Park Service permits for the Missouri National Recreation River; vendors without drone permits must maintain an actual helicopter spray unit as backup.
NAICS code is 115112 with a $10 million small business size standard. PSC code is F001. Evaluation weighs past performance (three references for similar projects completed within five years), technical approach (equipment type, regional capability, and contingency plans), and price. The contracting officer is Sean McSherry. Questions were due with a posting update on June 29, 2026 adding Q&A responses.
