About this opportunity

The United States Forest Service (USFS), a civilian agency within the Department of Agriculture, is seeking a contractor to conduct a comprehensive analysis of helicopter flight hour rates for current USFS helicopter contracts. The primary objective is to establish updated rates for various helicopter makes and models, as well as fuel service vehicle rates supporting helicopter fire suppression activities. The contractor will be required to analyze current market conditions, including operators and maintenance practices for helicopters engaged in wildland firefighting operations. The analysis must account for the strenuous nature of helicopter operations and provide a detailed explanation of the methodology used to determine rates across different aircraft types, engine configurations, and mission profiles. Interested vendors are invited to submit a brief statement outlining their capabilities, experience, and approach to conducting this specialized rate analysis, with responses due by March 3, 2025.

This pre-solicitation notice is designated as a total small business set-aside, indicating that only small businesses are eligible to compete for the contract. The contract falls under NAICS category 541990 for professional, scientific, and technical services, with a PSC category of R499 for professional support services. While specific award values are not disclosed in the notice, the complexity of the required analysis suggests a specialized and potentially substantial engagement. The scope of work will involve examining flight hour rates across multiple helicopter types used in wildland firefighting, implying a comprehensive review of current market rates and operational conditions. The contractor will need to demonstrate advanced analytical capabilities, industry knowledge, and a robust understanding of helicopter operations in high-intensity firefighting environments.
