This amendment is to update the evaluation factors. The "Contractor Submittals" calls for submissions of Key Personnel information, Organizational Experience information, Past Performance questionnaires, and pricing. The evaluation factors erroneously stated that "Proposed Technical Approach" would also be evaluated. This is not the case, and the evaluation criteria have been updated to reflect this.

The Hydrologic Engineering Center (HEC) performs special projects and research, develops software, presents training courses and workshops, and provides technical assistance to Corps field offices, HQUSACE, and Laboratories in support of the U.S. Army Corps of Engineers Civil Works program. HEC also provides support services to USACE and US Government international missions. In carrying out the HEC mission, a wide variety of hydrologic and hydraulic engineering modeling, analysis, software enhancements, and water resources studies and projects are performed.
Under this contract, the Contractor shall assist the Hydrologic Engineering Center with hydrologic and hydraulic planning analysis, modeling, training, studies as specific tasks, and development of hydrologic and hydraulic engineering and planning software tools. Task orders will be issued defining the specific engineering/planning analysis support and/or software development activity to be undertaken and product to be delivered.
Please review the attached solicitation carefully for further information.
The services to be provided under this contract are in support of an engineering effort, but are not themselves A-E type services. None of the work under this contract will require performance, oversight or approval by a registered or licensed architect or engineer.
Please submit all questions via e-mail to joseph.j.hetrick@usace.army.mil, no later than 27-September-2013. In order to provide equal information to all prospective offerors, a list of all questions received by this date and their responses will be posted by 04-October-2013.
