SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Evaluation Of Submitted Offers:

The government expects to award up to three (3) firm fixed-price IDIQ contracts to the contractor(s) whose proposal(s) represent the best value to Government, price and other factors considered.

Proposals will be evaluated based on the following evaluation factors: Key Personnel Qualifications, Organizational Experience, Past Performance, and Price.

Your technical proposal will be evaluated to determine your understanding of the work requirements, qualifications of key personnel to perform the work, and the experience of your organization, including the proposed technical lead(s), based on successful completion of work similar to the work that will be required under the prospective IDIQ.

Key Personnel Qualifications will be evaluated to ensure that contractor employees who will be working on Performance Work Statements under this IDIQ have the necessary knowledge, skills and abilities to perform the engineering support tasks as described in the PWS. The availability (or ability to be made available) of these key personnel will also be evaluated to ensure that the government is able to utilize the expertise of these employees.

The proposal will be evaluated for personnel identified for their abilities in the following areas:

1) Experience with Java, C, Fortran, and Jython programming languages

2) Data model design and implementation

3) Management of large data sets

4) Software testing

5) User interface design

6) Parallel and distributed computing techniques

7) Statistics, flood frequency and Monte Carlo techniques

8) Hydrologic, hydraulic and reservoir systems modeling

9) Technical writing

10) Risk management, risk analysis, risk assessment, risk communication

11) Consequence analysis

12) Watershed and system approaches

13) Understanding of Corps (or other similar large governmental organization) policy and procedures

14) Performing technical reviews

15) Planning Analysis

16) Environmental and water quality modeling

17) Groundwater modeling

18) Ability to perform research

19) Understanding of water management requirements, policies, and procedures

20) Ability to develop training materials

21) Knowledge and use of GIS

22) Understanding (working knowledge of the plug-in APIs) and creating plug-ins

23) Conducting hydrologic, groundwater, hydraulic and watershed studies incorporating innovative uses specialized suites of tools

24) Understanding of life-cycle approaches

25) Understanding of reservoir simulation, operations, rule curves, release diagrams, guide curves

26) Performing flood frequency analyses with or without the stationary assumption

27) Conduct research on environmental procedures that coordinate with hydrologic and hydraulic practices

28) Performing other statistical analyses

Organizational Capabilities and Experience will be evaluated to ensure that the organization as a whole has sufficient experience and expertise to successfully perform the work required under this IDIQ.

It is essential that experience be with the same or very similar types of work, and that it be recent enough to demonstrate that the contractor still has the capabilities to perform this type of work. This includes the design, development, testing, and implementation of large integrated software systems used for performing advanced numerical calculations. In particular, a demonstrated ability is expected in the following areas:

1) Java, C, Fortran and Jython programming

2) Data model design and implementation

3) Management of large data sets

4) Software testing

5) User interface design

6) Parallel and distributed computing techniques

7) Statistics and flood frequency analysis

8) Design, development and implementation of Monte Carlo simulation tools

9) Hydrologic, hydraulic and reservoir systems modeling

10) Watershed and systems modeling

11) Life-cycle modeling

12) Risk management, risk analysis, risk assessment, risk communication

13) Consequence analysis

14) Environmental and water quality modeling

15) Groundwater modeling

16) Planning Analysis

17) Technical writing

18) Understanding of Corps (or other similar large governmental organization) policy and procedures

19) Ability to perform hydrologic, hydraulic, environmental and planning analysis research

20) Understanding of water management requirements, policies, and procedures

21) Ability to develop training materials

22) Knowledge and use of GIS

23) Understanding of reservoir simulation, operations, rule curves, release diagrams, guide curves

24) Performing flood frequency analyses with or without the stationary assumption

25) Conduct research on environmental procedures that coordinate with hydrologic and hydraulic practices

26) Performing other statistical analyses

In its evaluation of contractor’s past performance, the Government may use information furnished by the references identified in the contractor’s technical proposal and recent, relevant information available to the Government from other sources, to include Government databases. Contractors will be given the opportunity to comment on any negative past performance information received.

Your price quotation will be analyzed for reasonableness and unbalanced pricing. The price quotation may also be analyzed to determine whether it is realistic for the work to be performed and reflects a clear understanding of the Government’s requirements.

Past Performance and Technical factors, when combined, are significantly more important than Price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
