The Department of the Army National Guard is seeking Heavy Equipment Mechanic Services at Volk Field Air National Guard Base in Camp Douglas, Wisconsin, through solicitation W50S9H-25-Q-A014. The contractor will provide all personnel, supervision, and quality control necessary to perform maintenance, mechanical/electrical troubleshooting, testing, and repair of Surface Maintenance Equipment for a fleet of 166 vehicles and 47 half-ton to one-ton pickup trucks, including emergency and specialized vehicles like firefighting and aircraft refueling equipment. Historical maintenance data shows over 10,000 maintenance hours performed in the past two fiscal years, including approximately 3,000 hours of scheduled maintenance. Services will be performed at Volk Field Air National Guard Base in Camp Douglas, Wisconsin, with the government providing all repair parts, basic tools, and office supplies, while the contractor must provide steel-toe boots and other personal protective equipment not supplied by the government.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation is attached.  Solicitation W50S9H-25-Q-A014 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2025-03, dated 17 January 2025. This requirement is set-aside 100% Woman Owned Small business. North American Industry Classification System Code (NAICS) is 561210 – Facilities Support Services, with a size standard of $47 Million. All qualified Small Businesses under this industry are encouraged to submit quotations.

SPECIAL INSTRUCTIONS:

Offerors must submit a completed and signed Standard Form 1449 (Solicitation W50S9H-25-Q-A014) as their official offer, along with any additional required information in accordance with FAR 52.212-1 Instructions to Offerors Addenda and all applicable fill-in provisions.  Additionally, offerors must complete and return the attached "Vendor Cost Breakdown Worksheet – Heavy Equipment Mechanics 2025" alongside their SF 1449 and supporting documentation.
