52.212-2 Evaluation-Commercial Products and Commercial Services. (Tailored) (Nov 2021)
Evaluation-Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i - Technical Acceptability, technical evaluation team will evaluate by assigning a rating of "acceptable" or "unacceptable". The Government will evaluate quotes for technical acceptability in accordance with the solicitation. Only those quotes considered technically acceptable will receive further consideration for award. Once a quote is deemed acceptable, all technical quotes are considered equal.
Provide a management plan of the quoted service which will meet or exceed the minimum requirements as prescribed within the PWS.
The management plan should clearly demonstrate an adequate understanding of this requirement and all necessary tasks to provide Vehicle Equipment Mechanic Services at Volk Field Air National Guard Base (ANGB).
Quote must meet the minimum requirements as stated in the Performance Work Statement (PWS).
ii - Price, The Government will order all quotes by total evaluated price from lowest to highest. Award will be made to the lowest priced quote that is deemed acceptable.
iii - Past Performance, The Government's past performance team will evaluate the past performance by assigning a rating of "acceptable" or "unacceptable". The Government will evaluate all quotes that received an "acceptable" technical rating for acceptable past performance in accordance with the solicitation. Past performance determined to be unacceptable will be excluded from competition. Only those quotes with acceptable past performance will receive further consideration for award. Once a quote is deemed acceptable, all past performance quotes are considered equal.
Recency: In order for past performance to be considered recent, performance must be ongoing or must have been performed within the last five (5) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.
Relevancy: Relevant past performance information will be based on: performance involving the service and/or support and complexity as this solicitation requires.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance(see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable".
Past performance will be evaluated by using Contractor Performance Assessment Reporting System (CPARS) and Past Performance Information Retrieval System (PPIRS). For non-governmental contracts, provide contact references in accordance with Addendum to 52.212-1(b)(10) which includes Quality of Service.
Technical and past performance, when combined, are equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
