The Department of the Interior National Park Service Southeast Region seeks heating, ventilation, and air-conditioning (HVAC) preventative maintenance and emergency repair services for Virgin Islands National Park facilities, with quotes due September 17, 2026 at 12:00 PM EST and a mandatory site visit on September 10, 2026. This is a Total Small Business Set-Aside under NAICS 238220 with a $19.0 million size standard.
Place of performance is Virgin Islands National Park, 1300 Cruz Bay Creek, St. John, USVI 00830. The contract covers quarterly preventative maintenance and hourly repair services for 103 HVAC units across 13 park locations, including residential housing, visitor facilities, and operational buildings serving Daikin, Mitsubishi Electric, Trane, Vertiv, and Green Heck equipment. The period of performance runs October 1, 2026 through September 30, 2027 on a Firm Fixed Price basis.
Contractors must conduct four quarterly maintenance visits annually (October–December, January–March, April–June, July–September) with service intervals no less than 10 weeks and no greater than 14 weeks apart, including coil cleaning, refrigerant checks, electrical inspection, condensate drain cleaning, thermostat calibration, filter replacement, motor and fan inspection, and cooling cycle verification. Emergency response within 48 hours of notification is required, with written repair proposals submitted to the Contracting Officer's Representative for approval. Work occurs during normal business hours (7:30 AM–4:00 PM, Monday–Friday) with minimal disruption to occupied facilities. Contractors must comply with OSHA, EPA, and federal refrigerant handling regulations and maintain liability insurance of $50,000 per person, $100,000 per occurrence, and $100,000 property damage.
SCA Wage Determination WD 2015-5715 (Revision 28) dated August 27, 2026 for Virgin Islands statewide applies.
