The purpose of this modification is to respond to the following questions:
1. Material is Al/Steel/ TI: How we can quote for all 3 material same? Are we supposed to put different price sheet for all 3 material?
Answer: The vendor price quote should be based upon the heat treatment process as defined in the SOW and not the specific composition of the material.
2. Form or drawing needed: This will be needed to quote. Is it a bar, plate etc.?
Answer: The Government may include drawing in the orders, but due to the proprietary data not all drawing can be provided. The bassis for individual orders will be on the item weight and treatment process as defined in the SOW
3. Can you provide a sample drawing with material information? Just in case customer is looking an estimate only.
Answer: Sample drawing will not be provided in the solicitation. The customer will not also ask for estimate; there is no reason to ask for this if there is a contract in place. If our concern is how much is left in the contract then we will base this on the weights used (limits defined by CLIN 001 and 002).

The Contracting Department, NAVSUP Fleet Logistics Center, Jacksonville, Florida, intends to negotiate a requirements contract and will utilize procedures under FAR Part 13.5, Test Programs for Certain Commercial Items. The requirement calls for the contractor shall provide all labor, supervision, tools, equipment, supplies, and any other necessary items required to perform heat treatment of parts delivered to FRCSE. FRCSE shall be responsible for delivery of parts to the contractor and the contractor shall be responsible for return of the parts to FRCSE.
The Government anticipates issuing a requirements award contract for the entire requirement outlined in this announcement.
A complete RFQ package will be available on or about 27 September 2019 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil.
The North American Industry Classification System (NAICS) code for this acquisition is 332811 with a size standard of 750. The Product Service Code (PSC) is J016, Equipment related Services. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations.
By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer.
By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://www.sam.gov. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis.
