About this opportunity

The United States Marine Corps, through the Product Manager Combat Service Support Equipment (PdM CSSE) under Marine Corps Systems Command (MARCORSYSCOM), is conducting market research via a Request for Information to identify potential manufacturers of a suite of hearing enhancement devices. The procurement seeks both communication-enabled and non-communication headsets with over-the-ear designs capable of attenuating hazardous noise while preserving sound localization for speech and footsteps, integrating seamlessly with the AN/PRC-163 tactical radio, and maintaining compatibility with high-cut helmets. Devices must demonstrate ruggedization suitable for global environments and validated performance against MIL-STD-810H and Ingress Protection rating standards. Responses should address corporate information, technical capabilities with specific test data, commerciality determination, and non-binding rough order of magnitude pricing. The deadline for submitting questions was March 20, 2026, and responses are due by April 13, 2026, submitted to cheryl.dunn.civ@usmc.mil with courtesy copies to kimberly.a.stone@usmc.mil.

This is a market research initiative with no set-aside designation and does not represent a commitment by the Government to issue a solicitation or award a contract. Respondents must provide non-binding pricing for complete and fieldable systems at quantities of 7,000 and 50,000 units, with pricing to include all components, accessories, and interface items necessary for operational deployment. The RFI does not distinguish between threshold and objective requirements, as this is preliminary research to support future acquisition planning. No current incumbent contractor is identified in this pre-solicitation notice. Responses are limited to 12 pages and must include detailed technical data rights positions reflecting each company's standard intellectual property approach for Government license rights related to sustainment and future competitive purposes.
