About this file
This is a Request for Information (RFI) issued by the Product Manager Combat Service Support Equipment (PdM CSSE) under Marine Corps Systems Command (MARCORSYSCOM) to identify potential manufacturers of hearing enhancement devices for Marine Corps personnel.
The Government seeks a suite of hearing protection solutions comprising both a communication-enabled headset and a non-communication headset, each with an over-the-ear design. Key desired capabilities include: (1) Performance—attenuating hazardous impulse and steady-state noise to non-hazardous levels while preserving or enhancing sound localization for speech and footsteps; (2) Integration—seamless electronic integration with the AN/PRC-163 tactical radio and physical compatibility with high-cut helmets; and (3) Ruggedization—sustained operation across global environments with performance validated against MIL-STD-810H and Ingress Protection (IP) rating standards. Responses are limited to 12 pages and must include corporate information (company name, address, CAGE code, unique entity ID, point of contact, and business designation), technical capability information (executive summary, material descriptions, point-by-point capability substantiation with specific test data, commerciality determination per FAR 2.101, technical data rights position), and non-binding Rough Order of Magnitude pricing for quantities of 7,000 and 50,000 complete systems. Questions must be submitted by 20 March 2026, and responses are due by 13 April 2026 to cheryl.dunn.civ@usmc.mil with courtesy copies to kimberly.a.stone@usmc.mil. This RFI is for market research purposes only and does not obligate the Government to issue a solicitation or award a contract.

3.2 Integration:
a) Radio: Seamless electronic integration and clear voice transmission with the
AN/PRC-163 tactical radio.
b) Helmet: Physical compatibility and stable integration with a high-cut helmet.
3.3 Ruggedization: The system must be capable of sustained operation in a wide range of global environments. The Government is interested in performance validated against recognized environmental and durability standards (e.g., MIL-STD-810H, Ingress Protection (IP) ratings).
