About this opportunity

The Drug Enforcement Administration is conducting market research through a Request for Information to identify qualified vendors capable of providing nationwide, OSHA-compliant hearing conservation services. The DEA seeks to understand available service delivery models, data security approaches, and potential acquisition strategies for audiometric testing programs. Qualified vendors must demonstrate corporate capability and national-scale experience, propose flexible delivery models including mobile services, portable solutions, or clinic-based services, and ensure full OSHA compliance with Standard Threshold Shift reporting capabilities. The RFI does not specify formal evaluation criteria but requires vendors to address corporate capability, service delivery flexibility across large and small locations, scheduling and logistics coordination, reporting capabilities, technology specifications, data security measures, and pricing structures. Responses must be submitted in PDF format to Contract Specialist Kenny Douangmala at Kenny.J.Douangmala@dea.gov by February 18, 2026, at 10:00 AM Eastern Time, with responses limited to a maximum of 20 pages excluding attachments.

This pre-solicitation notice does not employ a set-aside designation and identifies no current incumbents or contractors. The RFI does not provide an explicit award value or budget range, though the scope indicates support for approximately 4,000 DEA employees across approximately 230 nationwide locations including headquarters, field offices, and remote sites requiring recurring audiometric testing services. The government has identified significant healthcare provider concentrations in major cities including Arlington, Virginia (321 providers), New York, New York (193 providers), and Fort Worth, Texas (106 providers) to inform service delivery planning. The DEA has strategically positioned 14 laboratory locations and 3 sub-regional digital evidence laboratories across the country to support the program implementation. Vendors should note that the DEA will maintain exclusive ownership of all program data, requiring vendors to address data storage, transfer mechanisms, and security compliance including FedRAMP status or alternative secure handling approaches, with all response costs borne solely by the vendor.
