About this opportunity
The Washington Army National Guard at Camp Murray, Washington issued this Special Notice on March 13, 2026 regarding a Firm Fixed Price purchase order for hearing booth relocation services. The notice announces the agency's intention to award a contract through a non-competitive procurement process, specifically to e3 Diagnostics Occupational Health Solutions. The Department of the Army National Guard determined that only one responsible source can satisfy the agency's requirements for this specialized work. This Special Notice is not a request for competitive proposals, and the award decision has been made based on a sole source justification filed with the contracting office. The opportunity is classified under NAICS code 423450 (Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers) and PSC code 6515 (Medical and Surgical Instruments, Equipment, and Supplies).
The primary objective is to move, relocate, reinstall, and recalibrate eight audiometric hearing booths and associated equipment at a total estimated cost of $20,145.00. The work scope includes disassembly, specialized handling, transportation, reassembly, calibration verification, and functional testing to maintain operational and medical readiness standards. The sole source justification, dated February 12, 2026, identifies e3 Diagnostics Occupational Health Solutions as the only qualified vendor capable of performing manufacturer-specific assembly requirements and maintaining acoustic integrity. The contracting officer has determined that no alternative sources can meet statutory, technical, and schedule requirements without risking structural damage or invalidation of calibration standards. Interested parties may submit questions to Fred Quintana at fredesvin.quintana.civ@army.mil; however, given the non-competitive nature of this procurement, only e3 Diagnostics is eligible to receive the award.
