The notice, posted on May 9, 2025, with a response deadline of May 12, 2025, highlights an urgent need to restore the ship's scientific equipment functionality. Currently, the Healy only has two functional snatch blocks, which is insufficient to perform its primary scientific operations. The contract opportunity is categorized under the Ship Building and Repairing NAICS code 336611 and Marine Equipment Maintenance PSC code J020. The Special Notice is being managed by the Department of Homeland Security's US Coast Guard.

The contractor will be required to provide all necessary materials, equipment, and services to complete the work, including replacement parts and blast/paint services for each block. The contract has a strict 4-week performance period after receipt of order (ARO), with the primary work location being the contractor's facility in Seattle, Washington. The highest priority is placed on repairing one of the 22" blocks to minimize operational impact. No specific set-aside is indicated, suggesting the opportunity is open to qualified contractors who can meet the technical and performance requirements outlined in the Statement of Work.
