About this opportunity

The Department of the Army Medical Command is seeking Health Physics Survey Services to conduct annual inspections of radiation-producing devices at the Moncrief Army Health Clinic's Radiology Department in Columbia, South Carolina. The procurement requires comprehensive health physics inspections on eight specific diagnostic x-ray systems, including a Philips Brilliance 64 Computed Tomography Unit and Hologic Dimensions Mammography X-ray, as well as Nuclear Medicine Scanners and MRI equipment to ensure compliance with FDA, Joint Commission, and Army regulations. Contractors must provide qualified personnel capable of testing all required equipment types, submit detailed written reports within 30 calendar days of inspection completion, and immediately notify personnel of any significant safety issues discovered during testing. The evaluation will follow a pass-fail assessment methodology, with the Health Physics Office retaining discretionary authority over individual inspector authorization. The solicitation was issued on August 26, 2025, with offers due by September 3, 2025, at 12:00 PM, providing a notably compressed response timeline of just eight days.

This procurement is designated as a Women-Owned Small Business set-aside under NAICS code 541690 for Other Scientific and Technical Consulting Services, with a total estimated contract value of $19,000,000. The contract requires on-site performance at the Moncrief Army Health Clinic in Columbia, South Carolina, with strict adherence to confidentiality requirements, HIPAA regulations, and the facility's tobacco-free campus policy. The scope encompasses annual inspections across multiple specialized medical imaging systems, requiring contractors to demonstrate expertise in health physics testing methodologies for diverse radiation-producing equipment. No incumbent contractors are specifically identified in the solicitation documentation, suggesting this may represent a new procurement opportunity or recompetition of existing services. The contract administration will be managed by the MRCO East Medical Readiness Contract Office located at Fort Belvoir, Virginia, with Takayla Julkes serving as the primary contracting point of contact.
