About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting digital health education seat licenses for secondary students in grades 6-12 across its global school system. The procurement seeks commercial off-the-shelf digital textbooks, instructional resources, assessments, professional learning, and technical support for approximately 29,369 student digital resources and 914 teacher resources. Key requirements include alignment with SHAPE America's 2024 National Health Education Standards, semester-long courses for middle school grades 6-8, and a new 0.5 credit health education course for high school students beginning in the 2025-26 academic year. The government will evaluate offers based on technical merit, past performance, and price, with technical and past performance factors being more important than price. Questions must be submitted by April 21, 2025, at 9:00 AM EST, and electronic quote submissions are due by May 12, 2025, at 9:00 AM EST.

This opportunity is designated as a Total Small Business set-aside under NAICS code 513130 (Book Publishers) with a size standard of 1,000 employees. The contract structure is a firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) agreement with a five-year base period from June 30, 2025, to June 29, 2030, plus one 12-month option year. The estimated quantities include approximately 1,000 licenses for grade 6, 950 for grade 7, 850 for grade 8, and 1,750-2,000 for high school students, serving approximately 14,325 middle school and 12,975 high school students. Services will be performed across DoDEA's 161 schools in the Americas, Europe, Middle East, and Pacific regions. The digital resources must be compatible with DoDEA's Schoology learning management system and meet stringent technical requirements including FedRAMP Level 2 compliance, Section 508 accessibility standards, and cybersecurity protocols.
