About this file
This document is a Questions and Answers (Q&A) file for Solicitation Number HE125425QE029, a Department of Defense Education Activity (DoDEA) procurement for digital health education resources for middle and high school students. The file contains 14 detailed questions and answers covering key aspects of the solicitation, including pricing options, content requirements, assessment expectations, and compliance guidelines. Critical details include: vendors can provide 1-year or 5-year pricing options, must align with SHAPE America's 2024 National Health Education Standards, and must comply with current Executive Orders 14190 & 14168 regarding content restrictions.
The solicitation requires commercial off-the-shelf (COTS) digital textbooks and resources for grades 6-12, with specific requirements for formative and summative assessments. Technical support must address large-scale accessibility issues within 24 hours, and full platform integration including auto-rostering must be completed by July 18. Vendors must provide content focused on skills-based standards, avoid referencing gender identity, and ensure third-party tools meet data privacy standards. The base period covers a 5-year ordering period with annual purchases based on field feedback, and the quoted unit price is per student per year. Quotes are due by May 12, 2025, at 9:00 AM EST, with a contract start date in June 2025.

Question # Question Answer
Can we ask follow up questions after the 21st if we need more clarity around an answer before our final submission?
Questions are not accepted after the April 21st deadline.
Can we submit more than one ISBN per CLIN – one main component and a supplement ? Or should we provide any supplement as a SLIN?
Quote in a manner that is consistent with your commercial practice and explain that practice and what it includes. If a Vendor includes an alternate pricing structure than what is provided, the Vendor shall reference the Contract Line Item Numbers (CLINs) and Sub-CLINs in Attachment 1, Pricing Sheet.
Is there a content rubric, any additional standards, or additional content restrictions used to teach Health in MS and in HS? Would you be able to provide these to us?
Content needs to be in alignment with all current Executive Orders (14190 & 14168). MTSS framework is integral to DoDEA's mission so content and materials focusing on core instructional practices like student-led academic discourse and inquiry-based learning are advantageous. DoDEA has adopted SHAPE America's 2024 National Health Education Standards.
Can you confirm the quantity numbers in the Pricing sheet? Do these numbers reflect the total enrollment numbers by grade for the next 5 years?
Yes, the base period CLINs reflect the total enrollment by grade over a 5 year ordering period.

5 Can we provide you with 1 year, 5 year, and 6 year pricing options?
Yes, a Vendor can provide pricing options for either 1 year OR 5 year but please specify how many years you are quoting. If a Vendor includes an alternate pricing structure than what is provided, the Vendor shall reference the Contract Line Item Numbers (CLINs) and Sub-CLINs in Attachment 1, Pricing Sheet. Note: Only one quote will be accepted, please provide your best pricing option.
Do you anticipate the main purchase happening at the beginning of the 5 year Base Period starting in June 2025 or throughout the base period? If the main purchase will be at the beginning of the Base Period, will there be smaller additional purchases throughout the Base Period?
We intend to make annual purchases based on field feedback and licenses needed per school year.
For the pricing spreadsheet, should the “Quoted Unit Price” be the cost per student per year or the cost per student for the five year period?
Quoted Unit Price is cost per student per year.
However, quote in a manner that is consistent with your commercial practice and explain that practice and what it includes.
The RFP references the requirement for “commercial off-the-shelf (COTS)” digital textbooks and resources. Could you please clarify:
• Whether COTS resources may be modified to align with the National Health Education Standards and still qualify?
• If third-party tools or integrated platforms are considered acceptable under this designation?
COTS - DoDEA has adopted SHAPE America's 2024 National Health Education Standards, materials are expected to reflect the 2024 NHES at the time of purchase, however, if changes are made to the NHES or Executve Orders durign teh life of the contract, modifications may be required or if the vendor develops additional resources. Third- Party Tools - would need greater clarification on this; third-party tools and or platforms such as the CDC, USDA, FDA, WHO, NIH, are or other government or reputable resources for Health Education would be acceptable. Our main concern would be the privacy of our integrated student data via third-party access, as long as student data is not compromised this would likely not be an issue but a case-by-case basis to determine vulnerabilities as needed.
The RFP requires both formative and summative assessments for grades 6–8 and high school. Could you clarify:
• The expected quantity or frequency of these assessments?
• Whether assessments should be adaptive, customizable, or aligned to specific benchmarks beyond SHAPE?
Formative assessments should include diverse methods such as quizzes, interactive activities, peer reviews, and self-assessments to provide immediate feedback and guide instructional adjustments. Summative assessments should encompass projects, presentations, written exams, and practical demonstrations to evaluate overall student understanding and mastery of the subject matter.
Regarding the Base Year webinar series:
• Will DoDEA provide guidance on the content focus, or is the contractor expected to propose the full scope?
Content should be focused on mastering skills-based standards not topics-based; DoDEA will provide further guidance if necessary.
The RFP states that waivers may be granted on a case-by-case basis. Could you provide insight on:
• The criteria or past circumstances in which waivers have been approved?
• The process and timeline to request such a waiver (pre/post award)?
No waivers have been submitted to the DoDEA, and DoDEA has not approved any waivers.
The RFP states that access must be granted within three business days of the delivery order. Could you confirm:
• Whether this refers to full integration and system readiness (including rostering), or initial user login setup?
Full integration, auto-rostering, and system readiness must be ready no later than the first day teachers return to work, July 18; the sooner the better.
We would appreciate clarification on the technical support standard, specifically:
• Whether the 24-hour resolution requirement applies to all issue types or only to high-priority tickets?
• If there are specified business hours DoDEA expects coverage for, particularly given the global footprint?
24-hour resolution would be for issues rising to the level of large scale accessibility issues, for example, if an entire school/district/region were unable to access the platform or there were wide-spread issues such as missing content or errors (i.e.
content that's not compliant with EOs that must be excluded). Normal issues such as individual student or teacher access to some resources are not considered urgent and would be resolved in a timely manner but not necessarily within 24-hours.
In light of recent federal directives and executive orders, are there specific terms or topics related to sex education, gender identity, or diversity that DoDEA prohibits or discourages in curriculum materials? We want to ensure our content remains compliant with current policy and respectful of agency guidelines.
Current EOs 14190 & 14168 prohibit language or content referencing gender identity or ideology, as well as highlighting or emphasizing a group of individuals above or more so than another such as by race, ethnicity, religion, etc. are in effect, this may change in future and we would consult with all vendors as needed regarding any further restrictions.
