About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 20, through the Boise VA Medical Center, is conducting market research to identify contractors capable of providing transitional housing services for homeless veterans as part of the Health Care for Homeless Veterans (HCHV) program. This Request for Information (RFI) seeks qualified organizations to furnish community-based residential services including room and board, meals, hygiene services, and supportive services such as medication management, structured activities, and transportation to VA appointments. Prospective contractors must demonstrate experience providing similar services in the vicinity of the Boise VAMC facility, possess adequate insurance coverage with minimum bodily injury limits of $500,000 per occurrence, maintain compliance with HIPAA and privacy requirements, and ensure their facilities meet current Life Safety Code standards and fire safety regulations. The sources sought announcement does not employ an evaluation criteria framework typical of formal solicitations, as this is a market research phase designed to gather capability statements and contractor information rather than competitively evaluate proposals. Interested contractors must respond by March 20, 2026, with responses submitted in writing via email to james.harris13@va.gov, including company information, business size classification, SAM UEI number, and a detailed capability statement addressing relevant experience and qualifications.
This pre-solicitation notice contains no set-aside designation and does not identify any current contractors or incumbents. The contract will provide housing and supportive services for ten (10) homeless veterans in a facility located within ten miles of the Boise VAMC, with no specific award value disclosed in the sources sought phase. The Statement of Work establishes a period of performance of one year with four additional one-year option periods available, and the contractor will invoice the VA monthly at an established per diem rate covering all listed services without additional charges. Performance will be monitored through key metrics including bed availability, prevention of unplanned discharges to homelessness, injury reporting, complaint resolution, and timely information response within three business days. Service referrals will be authorized for initial stays up to six months with possible six-month extensions subject to VA clinical approval, ensuring the program addresses the needs of the most vulnerable and at-risk homeless veteran population.
