About this opportunity
The Defense Threat Reduction Agency (DTRA) filed this sole source justification notice on February 2, 2026, to extend two existing non-competitive contract modifications for advisory and assistance services supporting the Research and Development Directorate's Countering Weapons of Mass Destruction (CWMD) and Countering Emerging Threats (CET) missions. The primary contract modification (HDTRA121C0042) extends Program Management Office (PMO) and programmatic support services with ARServices, Limited, while a secondary modification (HDTRA121C0054) extends Scientific & Technical Subject Matter Expertise (S&T SME) support with Systems Planning and Analysis, Inc. (SPA). DTRA justified the non-competitive approach under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), asserting that only these incumbent contractors possess the specialized expertise required to support critical missions spanning the chemical, biological, radiological, nuclear, and high-yield explosives spectrum without causing unacceptable operational delays. The 12-month base effort with two 6-month option periods extends from January 16, 2026 through January 15, 2028, with estimated extension costs of $53.3 million for ARServices' PMO services and $33.0 million for SPA's S&T SME support, bringing total contract values to approximately $194.8 million and $197.8 million respectively. The justification identified seven critical mission impact areas that would be compromised by service interruptions, including degraded command engagement requirements, delayed nuclear effects analysis, and compromised test security staffing, with DTRA planning to issue competitive solicitations by the end of the first quarter 2028.
Notice text
Justification for Other than Full and Open Competition. Awarded contract HDTRA121C0042 to unknown vendor for unknown amount on 2026-01-16.
