About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis seeks to procure Mobile Training Team instructional services to deliver the CBRN Response Enterprise (CRE) Responder Basic Course to Title 32 National Guard Soldiers. The contractor will provide instructors for a four-day certification course in HAZMAT/Awareness and HAZMAT/Operations, consisting of 40 training hours delivered over four consecutive 10-hour days to accommodate up to 100 students per iteration. Instructors must be Common Faculty Development-Instructor Course (CFD-IC) qualified and hold IFSAC HAZMAT Certification, with the government providing all equipment, training materials, and lesson plans while the contractor delivers the knowledge and skills training. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology with equally weighted factors including price, past performance, technical approach, and management approach. The original proposal submission deadline was extended to September 4, 2025, at 12:00 PM CST, with electronic submission required, and the solicitation has undergone multiple amendments including recent revisions to the Performance Work Statement.
This procurement is set aside for Women-Owned Small Business (WOSB) concerns, specifically Economically Disadvantaged Women-Owned Small Business (EDWOSB) enterprises, with no incumbent contractors identified in the documentation. The total estimated contract value is $24,000,000 over a potential five-year performance period, consisting of a base year from September 30, 2025, through September 29, 2026, plus four consecutive one-year option periods extending through September 29, 2030. The contractor will conduct approximately 10 training iterations annually, with each course serving 50-100 students and maintaining instructor-to-student ratios of 1:25 for classroom instruction and 1:10 for practical exercises. Training locations span multiple states including Edinburgh, IN; Tacoma, WA; San Miguel, CA; Boise, ID; Sparta, WI; Salt Lake City, UT; Peekskill, NY; Wareham, MA; Killeen, TX; and Arlington, VA, with the primary place of performance listed as Fort Leonard Wood, Missouri. The contract structure includes separate Contract Line Item Numbers (CLINs) for instruction services and travel expenses, with travel costs reimbursed according to Joint Travel Regulations (JTR) rates.
