The Bureau of Reclamation seeks K9 explosive detection services at Hoover Dam under a total small business set-aside, with quotes due July 30, 2026, and questions due July 15, 2026.
Place of performance is Hoover Dam and Reclamation facilities within 15 miles of the dam, located approximately 30 miles south of Las Vegas, Nevada, with administrative oversight at the Bureau of Reclamation Lower Colorado Region Regional Office, Boulder City, Nevada. The contract runs from October 1, 2026, through September 30, 2029 (base year plus two option years).
The contractor must provide single-purpose explosive detection K9 teams with NAPWDA or Drug Beat Certification for explosives detection. Personnel must include certified canine handlers and certified single-purpose explosives detection canines. The standard operational schedule is 8 hours per day, Sunday through Wednesday (32 hours per week), though schedule is subject to change based on operational needs. The contractor must maintain 24/7 availability and respond to emergency call-outs within 90 minutes with a guaranteed minimum of two hours of service. The Government anticipates one K9 team on site but requires demonstrated capacity to provide additional teams for surge requirements subject to prior approval and separate billing. Personnel must wear distinctive BDU uniforms with company or K9 identification, furnish and wear a tan outer plate carrier with U.S. National Institute of Justice Certified Level 3 rated plates (or higher), and display a "Security K9" self-identifier on the carrier. Both Nevada and Arizona Service Contract Labor Standards wage determinations apply.
The Government will award a fixed-price purchase order to the lowest-priced technically acceptable responsive offeror. Technical evaluation will proceed in price order, ceasing once two technically acceptable offerors are identified. The NAICS code is 561612 with a $29 million size standard. Contractors must submit SF-1449, UEI, hourly rates for five service categories (site familiarization, scheduled services, call-out services, report writing, and on-site training), and documentation demonstrating PWS compliance.
